What stands out the most is that the purpose for this “large-scale interdepartmental experimental and research training” in the Artic zone of Russia is kept at the highest classification level—which makes sense when knowing that 53% of the Arctic coastline belongs to Russia and its Arctic military bases are concentrated mostly around Murmansk Oblast, but in recent years Russia has expanded capabilities in the High North—a High North that includes the city of Norilsk, which is the world's northernmost city with more than 100,000 inhabitants and the second-largest city, after Murmansk, inside the Arctic Circle.
