Think of it: even if the vaccine is useless, their plan is genious. The sceptics on the right would fail the "obedience test" (vaccine) and become ostracized by the herd of nigger cattle. You have good questions that are honestly difficult to answer simply because we do not yet know exactly their plan with the delta variant.
But as a doomsday prepper I can think of three different plausible scenarios: either 1) the original covid plan failed for America and they needed to create/release another harsher strain to force Americans into the medical police state they want us all bound to, or 2) like you said, perhaps they planned this one in advance to kill off or sicken those who are NOT vaccinated to get rid of us resisters, or 3) this new strain could be a lie or hoax to scare people hoping they take it seriously and start obeying the State and get tested and vaccinated and ID'd for the passport they plan on rolling out (as they already have throughout Europe).
What I do plan to do is wait this out, while staying as far away from the system as I can. Doing anything or nothing at all is still risky, does not matter at this point, everything is risk because we live in a hostile corrupted world at this point. If they really want us dead, and this does not work out, they'll likely come back with even harsher tactics like an EMP takedown of the power grid & internet. Or mass cyber attacks against banking & infrastructure. Something to cull us into this digital police state they have been trying to set up. For people like me, it won't work so well, we are on to them and have already defected, most of us live rural and are hardcore into prepping and if worse comes to worse we'll go back to living life like it was the 1800s (or be swiftly dealt with via drone strikes eventually).
