When stocks that have reached 0$ are still shorted, you can make money by buying the stock at 1 cent.
Anyone who still has short options MUST buy your stock which means that they have to pay ANY price you sell at.

No, an option is called an option because it's optional. Those with options are free to not exercise them.
Also you should learn the difference between a short and a put option.
