Thing was it never got back to old numbers. At its peak you had like ~1000-1500 active posters here (typically around 2000 but I'm assuming a lot of users used multiple VPNs). It was very easy to see how 8ch stuff was leaking into a lot of areas on the web, which alarmed feds. Feds were actively posting (as proven by reports from special agents) on old 8chan especially after Tarrant happened. After Tarrant peak posters were at 5000-6000 or so but that was more just an influx of butthurt muslims shitting up the board.
It's not that hard to make something better or to promote something that will gain an equal amount of users. It requires being somewhat knowledgeable on the technical site of things but just moderating such a board is a nightmare and then of course dealing with feds is similarly awful. Meanwhile it isn't profitable at all so nobody is in a rush to do a lot of extra work for seemingly no profit.
