I think the closest you will get to this will be Marquis de Sade. In all honesty, the guy was really just an extreme libertine, who held anarchist views, advocated psychosocial freedom [people should be allowed to explore their desires], and was thrown into the insane asylum for rejecting the dominating social ethos of his time.

On the note of morally evil:
a philosopher that advocates they ascribe to "evil" would be hard-pressed in proving that their "evilness" is not just a reiteration of their own perceptive "goodness".

I suppose, if you're truly curious, you could always look into psychopathy and/or serial killers. However, this heads into extreme moral relativism and amorality when advocates of "evil" claim that their views are such.

In relation to todays standard as well as the canon of philosophy, Machiavelli is probably the closest to "morally evil". Sade works, but calling him a philosopher is a stretch.

He also owned what were essentially slaves, and non-consenting ones at that. His idea of psychosocial freedom was very hierarchic, to my knowledge at least.

The God of the old testament is, to me, the closest thing to absolutely evil. Have you read the book of Job?

The books all came from different sources, times, peoples, but there is a malevolent God in many of them that is truly hard to understand because he's so twisted. It's almost as if ancient man was so traumatized he could only envision a completely fucked creator. The old testament God is so evil, he practically makes no sense. Ancient man was probably bewildered.

The universe being completely indifferent seems obvious. Attempting to give it personality gives it the strangest character of all time. I doubt any person could be as evil as a completely indifferent universe. An indifferent despot would have a similar type of evil character.

There's a lot of bad shit in there, but the book of Job is a good place to start.

They wouldn't call themselves evil or, at least, would redefine the term to be non-negative.

You have to assume the existence/definition of actual good and evil (this is an active meta-debate) and objective morality for such a question to even work.
