Then there's another issue that isn't often tackled when it comes to naga/lamia stories and that's transportation. A full grown snake lady (miia's size for example) is 8 meters. She's not fitting on a bus or in a cab easily.

I'm not sure it would be as big a problem as you think. It's not like it's that much cleaner in the country. You don't have litter, hobo piss, and pozz loads but you have got animal droppings, carrion, and wild parasites. Yet none of the snakes I've ever caught have seemed that dirty. I think the analogy of human feet is a little misleading. Snake scales are pretty amazing in that they breathe and are flexible while being fairly impermeable and resistant to stains. Unless it's something really sticky like mud then detritus doesn't seem to stick to snake scales the way it does to skin or fur. In my (admittedly limited) experience a quick hose down is enough to get most of the gunk off a snake (although an actual snake person would definitely want to use soap and hot water).
The size problems you mention are extremely valid though. Think about how much would it cost to feed a 400- 500 lb taur type monster girl. They would probably need huge quantities of quality food, not the crap NEETs eat. It's not like you could just give her some ramen cups and call it a day. The big difference is in cities is man-made "sticky stuff" in high concentrations. Think industrial cleaners, car "juices" that leak onto the streets, brake dust, soft drinks being spilled, chewing gum, and random assorted miscellaneous gunk that just "adheres" to you.
Now some cities actually have decent walkways and keep their streets clean for the most part but even in fairly clean cities, you're going to encounter sticky spots and so on.

Now hold on just a second there. I think you failed to note that monsterwaifus are consumers themselves, as such they apply their needs to the market as well. Thus, popular monstergirls who have special needs would form their own consumer base that would require items and services, some of which would be priced in a rather affordable way by entrepreneurs who would be willing to make a lesser quality but more affordable service/good to beat out competition. Sure the rare girls might have trouble finding affordable goods catering to them, but common girls like snek and catgirls would see entire companies crop up to cater to them and their needs, competition would then drive down price and drive up quality, just like it does any other good or service in the free market.

I was struck by a flash of 'tismspiration the other day and I thought up a sex chromosome system for monstergirls. It goes like this: In addition to the x and y chromosomes (lowercase denotes regular human chromosomes), there is a monster X chromosome (uppercase), making three sex-determining chromosomes in total. To abuse terminology a bit, the X chromosome is dominant over both the x and y chromosomes. I just thought up something that would work for permalolis and pregnancy, in theory.
When a permaloli species becomes pregnant, their bodies (with help from mana) will grow at the same rate as the fetus in the womb grows, meaning the lolis won't stay as lolis but become something closer to an average adult build suitable for giving birth. It won't be a instant growth, just a slow steady grow to accompany the baby's growth.
