Covid-19 returns to Wuhan, China

Wuhan is in a “wartime state”, local officials say, with the coronavirus returning to the central Chinese city where it was first ­detected in late 2019.

Across China, domestic summer holiday plans are in tatters and mass testing is under way as the fiendishly infectious Delta variant strains even the world’s strictest public health orders.

Many in Wuhan – veterans of last year’s 76-day lockdown – stocked up on essentials on Tuesday, a day after seven new cases were detected in the city, which has a population 11 million.

Simon Carter, an Australian geophysicist who now lives in Wuhan, set off to buy lentils and red wine before he and his wife lined up for yet another test.

“It was always going to come back,” Dr Carter said. “I do worry. When do we get back to normal?”

Life in Wuhan has actually been closer to normal than in most of the world over the past 14 months, the last time officials announced a coronavirus case had been found in the city.

A year ago, thousands in Wuhan celebrated their freedom from the pandemic with a mask-less pool party that stunned the world outside China.

That won’t be repeated this month now that Wuhan, the capital of Hubei province, has joined the burgeoning list of Chinese ­cities struggling with a growing cluster of Delta cases.

The Chinese outbreak began with the infection of an airport cleaner in Nanjing in China’s east in July and has since spread to Beijing, Shanghai, Yantai and Wuhan, as well as some of the country’s most populous provinces, including Hunan and Fujian.

Wuhan’s summer holiday plans are now ruined. And it is the same situation across China, as local governments advise against all but essential travel.

Ms Tan, a teacher in Wuhan, said she had to cancel a planned trip to ­Liaoning, a province in China’s northeast on the border with North Korea. And she is far from alone.

“Many people I know have had to cancel travel,” she said.

This outbreak is not terrifying like the original one, which killed thousands as Wuhan’s hospital system was the first in the world to be overwhelmed by what was then an unknown virus.

More than a year and a half after those first cases were ­detected, the country’s corona­virus set-up is formidable.

China was the first country to establish a smartphone check-in system which – combined with a political system that is less troubled than Australia’s with individual rights – has helped with contact tracing.

It has also pioneered a system of mass testing that operates on a scale unparalleled in the world. The entire population of Wuhan – which is the size of Melbourne and Sydney combined – was first tested in just 10 days last May.

Following orders this week from Hubei party secretary Ying Yong to “quickly enter a wartime state”, the city’s 11 million people are being tested again. They aim to be completed by next week.

Similar mass testing is being undertaken across the country as China’s officials desperately try to retain the almost Covid-free status of the world’s second-­biggest economy.

They hope it will allow China’s cities to avoid the extended lockdowns that have occurred in ­Australia.

More than half of China’s 1.4 billion people have been twice jabbed with the locally made Sino­vac and Sinopharm vaccines.

While those vaccines have not stopped people getting infected with Delta, China’s most famous doctor Zhong Nanshan said they had greatly reduced the severity of the cases.

“They still have a protective ­effect,” said Dr Zhong in an interview with Chinese media.

The national Covid-19 outbreak – which grew to a total of 61 new domestic cases on Monday – has overtaken China’s gold medal dominance at the Tokyo Olympics as the most discussed topic in the country.

As in Australia, many in China are grumbling about whether this current outbreak could have been avoided.

Feng Jun, who was the party secretary of Nanjing airport until he was sacked last month, has been widely pilloried.

“He ruined the summer ­vacation of all Chinese students,” said one commentator.

Marise Payne dismisses China talk terms

Australia will not be cowered into accepting Beijing’s preconditions for the recommencement of high-level dialogue with China, Marise Payne says.

In a forthright address to Australia’s most China-exposed businesses, the Foreign Minister said there was still no path to normalise the relationship that spectacularly unravelled last April and argued that China was holding the relationship hostage.

“We have been advised by China that they will only engage in high-level dialogue if we meet certain conditions. Australia ­places no conditions on dialogue,” she told the Australia China Business Council’s annual Canberra gathering.

“We can’t meet the conditions, such as the now well-known list of 14 grievances raised in the media last year.”

Officials from China’s ­embassy in Canberra last Nov­ember circulated a list of 14 ­grievances with the Australian government, including rejected Chinese investment deals, the ban on Huawei’s involvement in Australia’s 5G network, the passage of foreign interference legislation, the call for an independent inquiry into Covid-19 and what Chinese diplomats described as “incessant, wanton interference in China’s Xinjiang, Hong Kong and Taiwan affairs”.

The list followed strikes by Beijing on Australian exports worth more than $20bn a year, ­including coal, wine, barley, ­lobsters and timber.

Those bans remain in place.

Senator Payne on Thursday rejected Beijing’s characteris­ation of the Morrison government as “anti-China”.

“Where we raise certain ­behaviours or certain challenges to long-agreed rules, that doesn’t mean that we are anti-China or anti any other country,” she said.

“It means we want all countries to operate by the rules that protect our shared interests and those of all countries – large and small.”

Unlike past years, no representative from China’s embassy in Canberra spoke at the Australia China Business Council’s major annual event.

Ambassador Cheng Jingye had been scheduled to give the opening address when it was to run at Parliament House and was to host a reception for guests at the Chinese embassy.

“Unfortunately, because of Covid, it didn’t come to be,” the council’s chief executive, Michael Clifton, said.

Covid-19 outbreaks in Sydney, Melbourne and Brisbane made attendance impossible for most of the business council’s members, so the summit was held online.

Speaking from her parliamentary office, Senator Payne noted she was at the online East Asia Summit foreign ministers’ meeting on Wednesday with China’s Foreign Minister, Wang Yi, and would join him and their regional counterparts again on Friday at the ASEAN Regional Forum.

“We remain open — genuinely open — to dialogue with China,” she said. “We have made that clear to China on many occasions.”

Trade Minister Dan Tehan, whose counterpart in Beijing has refused to take his calls since his appointment to the portfolio last December, said Australian and Chinese officials in Geneva had recently been working co-operatively on reform of the World Trade Organisation.

“This is one of the positive things we have seen in the relationship in the last few months,” he said.

In a later session, Labor leader Anthony Albanese said the relationship with President Xi Jinping’s China would “continue to be challenging”, even under a change of government, but it was “a pity” Scott Morrison had rejected his suggestion earlier this year to use former prime ministers Kevin Rudd and John Howard in an “informal role” to engage with Beijing.

“We need to be diplomatic in how we deal with China,” the Prime Minister said.

In the same session, Labor foreign affairs spokeswoman Penny Wong said Australian public sentiment about the country’s biggest trading partner had fallen sharply because the people had “observed the way that China has changed … and they understand the ways in which differences with China are structural and enduring and have to be managed by any government”.

Senator Payne said Australia was “following a clear strategy informed by clear objectives and principles. In working with China, we want a relationship that serves the interests of both countries in which each respects the other’s interests.”

But she acknowledged the many points of ongoing friction.

“Where it is in our interest to do so, we will call out malicious cyber activity that can and does undermine Australian businesses and security and give advantages to China,” Senator Payne said.

The ugly truth came to light this week when Victoria Premier Dan Andrews admitted that he cited "non-existent coronavirus-tainted sewage" in his reasoning to lock down the state, RT reported.

In other words, Andrews faked that Covid was being carried in poop to justify a lockdown.

ndrews used the sewage excuse to help justify a 7 day statewide shutdown that went into effect on August 5. The shutdown was supposedly due to "wastewater detection" of Covid 19 in a city about 147 miles away from Melbourne.

Andrews first said the detection created the "potential that regional Victorians have been exposed to Covid-19", citing it as an excuse for locking down Victoria and prohibiting public gatherings.

Wangaratta mayor Dean Rees challenged Andrews' explanation less than 24 hours later, after Andrews said the sewage initially "pinged" positive before testing negative. Then, regional health officially confirmed there had been "several successive tests returning negative results" after one positive detection on July 30.

And it was with that, that #FakePoos started trending and angry Australians started to take to social media.

Authorities say they are intercepting pandemic conspiracy ‘extremists’ as the Prime Minister vows to stamp out QAnon ‘rubbish’ and misinformation spreading online.

Prime Minister Scott Morrison has vowed to fight the ­insidious spread of QAnon and Covid-19 conspiracy theorists after The Daily Telegraph’s revelations that families are being torn apart by dangerous misinformation.

It comes as NSW and Federal authorities warn they are witnessing growing “online extremism” leading to the ­arrests and charging of multiple people in recent weeks.

This week doctors and nurses spoke emotionally of internet conspiracy theory QAnon brainwashing their loved ones.

The pandemic frontline heroes are now returning home from Covid-filled wards to friends and family who ­believe Covid is a hoax or the pandemic is a plot by evil ­global “elites”.

Prime Minister Scott Morrison, on Wednesday, was asked what his government was doing to stop the online conspiracy theories that are threatening the crucial vaccine rollout.

“Crazy rubbish conspiracy theories have no place when it comes to the public health of this country and this government will have no association with it,” Mr Morrison told Question Time.

“Countering misinformation is a task for all of us, it is certainly a task for the government and one we are acting on.”

NSW Police said Covid-19 had “enlivened extremist views and conspiracy theories” which exploit the internet’s capacity to connect.

“This has seen an increase in online extremist commentary with mixed and often complementary ideologies,” a spokeswoman said, noting it was almost entirely online.

“The risk associated with this activity is a concern and the NSW Police Force closely monitors online activity and assesses online sentiment.”

The Fixated Persons Unit, which monitors the ideologically motivated potential threats inside the state, has charged three people for online threats since the start of July.

The Australian Federal Police said it had observed nationalist, racially motivated and religious extremists among those “exploiting public fear” during the pandemic.

“Ideologically motivated violent extremism (IVME) propaganda, and increased time spent online, has seen extremist narratives influencing a broad mainstream audience,” an AFP spokesman said.

“This comes in many forms including by spreading disinformation, conspiracy theories, and in some cases to incite violence.”

“Extremists do this for a range of reasons including to promote their ideology and recruit new members.”

Last week the AFP arrested a group for allegedly starting their own “strain of the AFP” using a fake video they circulated online.

In the video a man, masquerading as AFP Commissioner Reece Kershaw, allegedly urges people to join them as they work to overthrow the Commonwealth Government.

The fake AFP had allegedly established its own commissioners and was issuing “arrest warrants” for high profile Australians as it planned to “dissolve” the government.

Such expressions are commonplace among the QAnon, Sovereign Citizen, anti-lockdown and other conspiracy movements.

Investigators allege the group is IVME motivated.

Joint Counter Terrorism Teams, the AFP’s specialist squads, say they have disrupted multiple IVME plots this year — and say they will continue to disrupt others.

“Our community and our families are going through some very testing and trying times right now,” the AFP spokesman said.

“Many Australians are doing it tough because of the pandemic and are being targeted while they are vulnerable. The Covid pandemic will not stop the work of JCTTs in ensuring the safety of the community.”

Since 2014 there have been nine terror attacks and 21 major disruptions, the AFP said — of these two were IVME plots.

The AFP spokesman urged the community to only get their information from trusted sources.

The Prime Minister said he was working with multicultural and faith leaders, particularly in South West Sydney, to have the trusted community figures encourage vaccines.

Regional neighbours Papua New Guinea, he said, were also fighting against a tide of misinformation and Australia was working to increase vaccine uptake there.

Health Minister Greg Hunt told Question Time his department was “mythbusting” across multiple languages.

NSW Premier reveals some COVID-19 restrictions to remain after vaccination hits 80 per cent

"If case numbers are where they are now and we get to 80 per cent double doses, we won't be able to do everything that we want to do.

"We will need to live with restrictions so long as Delta is around."

Ms Berejiklian said while the "deadly COVID" was still affecting the world, "you would still have to respect some rules that exist around vaccinations, around social distancing, around mask wearing" — even after the 80 per cent vaccination target was met.

The Premier has been on a major push to reach 6 million doses administered by the end of August — the state hit the 5 million mark over the weekend — as the Delta outbreak spreads across Sydney and parts of regional NSW.

Ms Berejiklian yesterday said once double-dose vaccination rates hit 70-80 per cent, she would take advice from the state's Chief Health Officer Kerry Chant as to what level of freedom was appropriate for NSW.

"Will life be different when you have 80 per cent double dose of your community vaccinated? It will be different," she said.

"But the extent to which it will be different depends on the case numbers. If you have 500 cases a day at 80 per cent, that is still dangerous just to say let it rip. You can't let it rip."

Earlier this month, the federal government released modelling by the Doherty Institute which shows Australia will have the capacity to vaccinate 80 per cent of the eligible population by November 22.

The modelling suggests while there will no longer be a need for tough lockdowns, some restrictions will be necessary to avoid huge case numbers and thousands of deaths.

Australian Curriculum, Assessment and Reporting Authority must rewrite draft curriculum: Alan Tudge

Education Minister Alan Tudge says the board of the country’s schooling authority must substantially rewrite its draft national curriculum, warning he will not endorse the proposed document amid concern student outcomes would be harmed.

Writing to the Australian Curriculum, Assessment and Reporting Authority’s acting chairman Norm Hart, Mr Tudge criticised the proposal for supporting “ideology over evidence” and presenting an “overly negative view” of the nation in the study of history and civics.

In the letter, seen by The Australian, Mr Tudge urged the board to seriously consider recent feedback from education experts, who have flagged concerns that the proposed changes amounted to a weakening of learning standards.

“Some of these groups, such as Australia’s peak mathematics association, believe that the current draft will take Australian kids backwards,” he wrote. “If the current draft is simply tweaked, it will not be supported. It needs fundamental changes.”

The warning comes as the ACARA board meets on Thursday and Friday to discuss feedback to the highly anticipated update of the Australian Curriculum – an important document laying out what students are expected to learn across the mandated subject areas of English, maths, science, the arts, humanities, health and physical education and languages.

The curriculum also seeks to cover general capabilities, or skills, such as critical and creative thinking, as well as ensure young people develop an understanding of Aboriginal and Torres Strait Islander histories and cultures. Its release in April, however, sparked a torrent of criticism, including from high-profile historians, academics and reading specialists.

Among the most scathing criticism was from the Australian Mathematical Sciences Institute, whose membership spans leading universities, government agencies and industry, which called for any ongoing review of the maths curriculum to be halted pending further consultation.

The institute was particularly critical of a proposed push towards having students learn maths by engaging in open-ended problem-solving activities, noting that “mastery of mathematical approaches is needed before student problem-solving can be effective”.

Under way for more than a year, ACARA’s curriculum review was launched in the wake of Australia’s declining performance on the OECD’s PISA, which has shown that Australian students have gone backwards in reading, maths and science over the past 20 years.

According to Mr Tudge, the curriculum should seek to be ambitious on students’ learning outcomes and should prioritise evidence-based practices, particularly in reading and maths.

“However, to my great frustration, evidence-based practices have not been consistently embedded in your current draft,” he said. “There is still too much emphasis on whole-language learning of reading and insufficient emphasis on phonics.

“Thirty years ago, determining the best way to teach reading may have been a legitimate debate, but it is not now. The evidence is crystal clear … that the teaching of phonics is vital.”

The minister also urged the ACARA board to re-examine the draft history and civics curriculum to ensure that it provided a balanced teaching of Australia’s liberal democracy that has made the nation attractive to millions of migrants.

“Your draft, however, diminishes Australia’s western, liberal, and democratic values,” Mr Tudge said. “The overarching impression from the curriculum is that the main feature of western civilisation is slavery, imperialism and colonisation.

“Important historical events are removed or reframed, such as the emphasis on invasion theory over Australia Day. Even Anzac Day is presented as a contested idea, rather than the most sacred of all days where we honour the millions of men and women who have served in war, and the 100,000 who gave their lives for our freedom.”

Referencing the coronavirus pandemic, Mr Tudge said the education system had “been shaken in the last 18 months … in ways we had never imagined”.

Gladys Berejiklian should accept the verdict of ICAC, NSW Opposition Leader Chris Minns has told Sky News amid speculation she may be subject to further inquiries over how she handled the scandal.

It comes as the Premier waits for a report on the inquiry into corruption allegations against her former lover, ex-Wagga MP Daryl Maguire.

"Obviously media reports suggest that there's a current ICAC investigation. Indeed, the public hearings from last year haven't been reported to the NSW parliament yet," Mr Minns said in an interview with Sunday Agenda.

"I just make the point that we've got a serious health emergency at the moment and notwithstanding the fact that there may be other inquiries or investigations taking place, it can't substitute from the government's priorities here and the priority must be to fight the pandemic and keep us safe as possible during these challenging months ahead."

But asked if the findings of ICAC had to be respected, Mr Minns said: "That has been the model in NSW since Nick Greiner stepped down at the behest of the Independents in NSW between 1991 and 1995 and it's a model that both parties have stood by religiously since that period".

"Greiner's resignation set the model. ICAC is a standard that we all must live up to and abide by and I would expect that to continue and to be fair to the Premier and the government, I don't have any indication that that won't be the case."

Ms Berejiklian has denied she is a person of interest in any ICAC inquiry but has declined to comment on whether private hearings into the Maguire matter are still taking place, saying she is not permitted to do so.

She endured a gruelling day on the witness stand last October in relation to phone taps between her and Mr Maguire where he appeared to tell her about his business dealings, but emerged to claim she had done "nothing wrong".

Later the Premier told her cabinet, according to sources, that she did not have to stand down as premier pending the inquiry, because she had not been classified a "person of interest".

Mr Minns said the battleground for the 2023 election would be Western Sydney - the area hardest hit by COVID lockdown restrictions - and he said it was imperative that as the state emerged from lockdown, the government prioritised that area for stimulus, including a cost of living package.

Australian officials on Monday again reminded their subjects that the nation's "zero COVID" strategy has somehow given them the power to strip the people of their freedoms.

Government leaders in the state of New South Wales — where the bureaucracy just a month ago announced that it was giving vaccinated citizens a "reward" of one extra hour outside their homes for recreation time — announced during a Monday press briefing that unvaccinated folks "will lose their freedoms" in October, Sky News reported.

What did they say?

NSW Premier Gladys Berejiklian and Deputy Premier John Barilaro announced updated COVID protocols Monday morning in remarks to the press to give more details for their so-called "blueprint for freedom."

Berejiklian's announcement revealed "extra freedoms" residents can experience once the state hits an 80% vaccination rate — above and beyond the current 70% goalpost, News.com.au reported.

The state has been touting its 70% threshold goal and said Monday that it expected to hit that goal by Oct. 11. The updated "freedoms" for the 80% threshold will include freely traveling anywhere in NSW; allowing people to stand up and drink in pubs (aka "vertical drinking"); up to 10 visitors at a private residence; groups of up to 20 people allowed to gather outside; no limits on fully vaccinated attendance at weddings and funerals; and a number of other "extra freedoms" the government will deign to give the hoi polloi.

But anyone who is not vaccinated can expect to "lose their freedoms," the government announced.

The 70% roadmap that will kick in on Oct. 11 will apply to the whole state, Deputy Premier Barilaro said. Which means that restrictions for non-vaxxed will also kick in.

"The message to the unvaccinated is that you will not achieve any further freedom unless you get vaccinated," he stated.

And then he made it clear that not only would unvaccinated people not "achieve any further freedom," but also they will "lose" freedoms they currently enjoy.

"So there will be individuals in regional and rural New South Wales who choose not to be vaccinated who will lose their freedoms on the 11th of October," Barilaro declared. "So my message to everybody in regional and rural New South Wales is to continue to get vaccinated. We are seeing vaccination rates climb right across the state including in the regions."

The Prime Minister said Premier's bid to secure more power was 'confusing' when Australia is finally opening up after 18 months of Covid-19 restrictions - and said Aussies want governments to stop interfering in their lives.

'Victorians have gone through the worst of the pandemic… I can understand their frustration where governments are seeking to have more involvement in their lives,' he told radio 3AW on Friday.

'We're going in the opposite direction… Australians have had enough of governments telling them what to do.

'That's been necessary for a couple of years but we're coming out of that now and I think the timing of this is confusing.'

But Mr Morrison refused to criticise any harder, saying he would leave that job to the Victorian Opposition.

'Well, look, I'm always respectful of the Federation, and I am respectful. I don't give lectures to through this pandemic. I respect the Federation,' he said.

'I work with all the premiers and chief ministers but the key message about this is it's your call, your responsibility and don't expect the federal government to go and argue your case when it's not a policy that we have.'

It comes after Victoria's top barristers called for Mr Andrews to delay and wind back the proposed laws.

Crowds continue to grow at protest against Andrews Government’s pandemic powers after camp-out at Victorian Parliament

Hundreds of people continue to swarm the steps of Victoria’s Parliament House in protest against the Andrews Government’s pandemic powers bill.

Protesters have gathered outside Victoria’s Parliament House on Tuesday to rally against the Andrews Government’s Pandemic Management Bill after some camped-out for a second night running.

Crowds have continued to grow on the steps of Parliament with protesters holding placards emblazoned with “kill the bill” and “sack Dan Andrews” as the controversial legislation heads to a vote in the state’s upper house.

The pandemic powers were passed in the lower house in late October, but the Andrews Government has come under fire for “forcing through” the legislation in Parliament this week using an “urgency” clause.

The proposed bill would remove the power to declare a pandemic from the Chief Health Officer and hand it to the Premier as well, along with the ability to extend the state of emergency in three-months blocks.

The Health Minister will also be able to introduce “pandemic orders” - without proper parliamentary approval - which carry a penalty of up to two years in jail for those caught breaching the orders.

Protesters declared they would camp-out at Parliament House and “occupy Spring Street” until the bill was ultimately dismissed.

Thousands gathered on Saturday on Spring Street, while the camp-out began on Sunday night with just two people before about 70 more joined.

The rally heated up again on Monday night where disturbing footage emerged of fake gallows being hauled around outside of the Parliament House building.

After facing increased scrutiny from the Opposition – which proposed its own 18 amendments to the bill – the Labor government, in conjunction with three crossbenchers, has negotiated additional changes.

The new amendments agreed by the government, the Greens, the Animal Justice Party and the Reason Party include halving the maximum financial penalty, axing the reference to the equal opportunity act and mandating that public health advice is released sooner.

Health Minister Martin Foley and Premier Daniel Andrews fronted the media outside Parliament to defend the changes.

Mr Foley said the amendments struck the balance between “keeping Victorians safe” and maintaining their rights to “go about their business in a normal manner”.

The Premier insisted his government had engaged in “good faith” throughout the negotiations, despite calls from the Opposition that he was “trashing democracy”.

The bill is expected to pass through the upper house on Tuesday evening or later this week.

Government abandons plan to force academics to disclose overseas political party membership

A move to force thousands of academics to disclose their memberships of overseas political parties has been abandoned by the federal government after push back from university leaders over new foreign interference guidelines.

Universities will instead decide which staff, based on a risk assessment, must disclose their connections to foreign governments, military and intelligence agencies, as well as any financial support they receive for research from other countries.

The new foreign interference guidelines, to be announced by the federal government on Wednesday, reflect heightened concerns within the Coalition about research theft by the Chinese Communist Party and other foreign actors.

Home Affairs Minister Karen Andrews said the imminent return of international students to Australian universities highlighted the importance of the guidelines as a mechanism to protect “free, open, transparent debate that is so vital to an Australian education”.

More than 145,000 international student visa holders are stuck overseas, the majority of whom are from China or India.

“The guidelines will protect universities, students and researchers from hostile foreign actors and intelligence services who have been known to target sensitive research, muzzle debate, and intimidate foreign students,” Ms Andrews said.

Echoing concerns raised by Australian security agencies, Education Minister Alan Tudge said universities were a target for foreign interference by “foreign actors using sophisticated and deceptive means to steal Australian research and intellectual property”.

The measures are, in part, a response to revelations by a Human Rights Watch report earlier this year, which documented accounts of Chinese international students being surveilled and harassed by their pro-Beijing classmates.

The guidelines cover a range of areas, including requiring universities to have robust cyber security strategies. They also include a new requirement for staff and students who are engaged in foreign collaboration to be given training on how to “recognise, mitigate and handle concerns of foreign interference”.

However, the final guidelines depart significantly from an earlier draft version that required all academics at every Australian university to disclose their foreign party membership for the past 10 years. It would have captured tens of thousands of academics, including those in low-risk research fields, and applied equally to members of the US Democratic Party and the Chinese Communist Party. The government was forced to abandon this requirement after a revolt from university leaders, including criticism that it was “a sledgehammer, blanket approach”.

With Mr Somyurek’s return, the Andrews Government needs one more vote after already securing three crossbenchers earlier in the week.

However, Mr Guy said the government had not spoken with the Opposition after he offered to negotiate a better bill.

“They haven’t spoken to the Opposition. I know they’re trying to heavy a couple crossbenchers in the upper house,” he said.

“Is that really the way to do business to get pandemic laws through? Shouldn’t they be speaking to everyone in the Parliament to try and get something that unites us not divides us?

The Defence Minister Peter Dutton has declared that China sees other countries in the region as "tributary states" and is warning that Beijing would quickly dominate Asia if it succeeds in invading Taiwan.

Mr Dutton said Australia's main desire was to secure peace through deterring China from aggression, with the help of other neighbouring countries.

However, he said, if China took control of Taiwan, it would then quickly seize other disputed areas, including the Senkaku Islands, which are claimed by both China and Japan.

"The point I make is the regional order on which our prosperity and security is founded would change almost overnight," he told the National Press Club.

"In the absence of a counter-pressure, the Chinese government becomes the sole security and economic partner for Indo-Pacific nations. Now, that is a perilous military and economic situation for our country, but for so many more.

"And does the Chinese government wish to occupy other countries? Not, in my judgement — but they do see us as tributary states."

Labor has slammed Mr Dutton's recent declaration that it was "inconceivable" Australia wouldn't join the United States if there was a war over Taiwan, accusing the Defence Minister of stoking tensions with China for electoral gain.

China accuses Dutton of 'fanning conflict'

A spokesperson for the Chinese Embassy in Australia said Mr Dutton's Press Club address was "fanning conflict and division".

"[Mr] Dutton continued preaching his quixotic misunderstanding of China’s foreign policy, distorting China’s efforts to safeguard sovereignty and territorial integrity," the statement reads.

"It is inconceivable that [the] China-Australia relationship will take on a good momentum or the overall interest of regional countries, including that of Australia, will be better promoted if the Australian government bases its national strategy on such visionless analysis and outdated mentality."

However, Mr Dutton said that, while Australia was "striving for peace" and "striving for deterrence", the region had to calculate the costs of inaction.

"Yes, there would be a terrible price of action, but the analysis must also extend to the price of inaction," he said.

"If Taiwan is taken then surely the Senkakus are next. Please don't rely on your imagination. The Chinese Communist Party could not be any clearer — not always with their words, but certainly with their actions."

Mr Dutton again slammed China for its militarisation of the South China Sea, its crackdown on Hong Kong and the intrusions of Chinese coastguard ships into disputed waters of the East China Sea.

He also said his comment about it being "inconceivable" that Australia wouldn't join the United States did not amount to a formal pre-commitment to fight in a future war but was a statement of the Coalition's trust in the US-Australia Alliance.

"Under the Alliance, regardless of who is in government on that day, [Australia] would have to make a decision in our country's best interests and other equities we would consider at the time, including the relationship with the US and other partners, whether we would enter into that conflict or that campaign or that blockade or whatever it might be," Mr Dutton said.

"And none of that is contemplated or known."

The statement said he was “distorting China’s efforts to safeguard sovereignty and territorial integrity” and “misguiding the Australian people on regional situations and priorities, and fanning conflict and division between peoples and nations”.

“It is inconceivable that China-Australia relationship will take on a good momentum or the overall interest of regional countries, including that of Australia, will be better promoted if the Australian government bases its national strategy on such visionless analysis and outdated mentality,” the statement said.

During his speech, Mr Dutton said that China’s naval battle force had more than tripled in size over the past two decades alone to become the biggest navy in the world, with 355 ships and submarines.

He said every major city in Australia, including Hobart, was in range of China’s missiles which were projected to reach between 700 and 1000 nuclear warheads in the next decade.

“Today, we face the most significant change in our strategic environment since the Second World War,” he said.

“Once again, Australia finds herself in a region at the centre epicentre of global strategic competition, a region witness to a military build-up of a scale and ambition that historically has rarely been associated with peaceful outcomes.

“Along with peoples of the Indo-Pacific and the world, Australians have watched, and we’ve watched very closely as the Chinese government has engaged in increasingly alarming activities.”

Mr Dutton said he had spoken many times with Prime Minister Scott Morrison about how “we live in the echoes of the 1930s”.

“There are many men and women who, as parents, sent their children off to conflict in the near region and across Europe and many other parts of the world and those soldiers and those veterans suffered and paid a great price and I never want to see that repeated,” he said.

“The world would be foolish to repeat the mistakes of the 1930s.

“We live in times of high tension but the region is not on an inevitable path to conflict.

“But only if all countries of goodwill ensure together we do our utmost to steer clear of the cliff face.”

He said conflict needed to be avoided, however “acquiescence or appeasement is a tactic that is a cul-de-sac of strategic misfortune or worse”.

“Were conflict to come about through misunderstanding, through miscalculation or through hostility, it would be calamitous for us all,” he said.

“Australia’s position is very clear. Conflict must be avoided.

“I believe we should call out actions that are destabilising and contrary to the interests of Australia in our region.

“We do this because the Australian people expect it of their government but we also do it because we must amplify voices silenced by coercion, yet which seek the same peace and stability as us.”

Australia has no plans to restrict flights from South Africa, despite the emergence of a new variant of Covid-19 which has prompted the UK to shut its borders to the country.

As the World Health Organisation called an urgent meeting to discuss the new variant detected in South Africa, Australia’s health minister, Greg Hunt, said on Friday that officials were assessing the threat posed by the strain and would not yet introduce restrictions on arrivals from southern Africa.

While Australia would “be able to act quickly if there’s advice”, Hunt told media the country’s chief medical officer, Paul Kelly, had advised him there was “no basis for change” in border arrangements.

The UK on Friday announced it would ban flights from southern parts of Africa amid concern about the emerging B.1.1.529 variant, but Hunt said international health authorities were still gathering information about it.

“The world is learning and looking [at] the strain,” he said. He had been briefed by both Kelly and the secretary of the department of health, Brendan Murphy, on Friday morning.

“At this stage they are gathering information [but] we’re flexible and if the medical advice is we need to change then we won’t hesitate,” Hunt said.

He said a repatriation flight from South Africa had arrived in Australia last week and the returnees had been in quarantine at Howard Springs in the Northern Territory. He was not aware of any cases of the new strain being detected in Australia.

It comes as Dr Maria Van Kerkhove, the WHO’s technical lead on Covid-19, said in a question-and-answer livestream on Friday that information about the strain was still emerging.

“What we do know is that this variant has a large number of mutations. And the concern is that when you have so many mutations, it can have an impact on how the virus behaves,” she said.

The emergence of a new strain is by no means a first. Another variant, C.1.2, was also detected in South Africa earlier this year, but has not proven as infectious as the more common Delta strain.

However, the B.1.1.529 variant has raised concerns in the international community due to the “extremely high number” of mutations, which some researchers fear could help the virus evade immunity.

Whether or not the strain is classified a variant of concern by the WHO, its emergence has drawn renewed attention to efforts to help increase global vaccination rates.

South Africa’s vaccination rate is only about 24% while in neighbouring Botswana, where the strain has also been detected, only one in five people have been vaccinated.

Prof Catherine Bennett, an epidemiologist from the University of Deakin, said the rest of the world needed to do more to increase global vaccination rates.

“Australia has now contributed 9m doses to partners in the region, some to the Covax program, some to funding, but it isn’t enough,” she said.

While Australia was “rightly” focused on our region, she said, low rates of vaccination across the globe remained a substantial problem.

“Vaccination rates like in Botswana really does leave you vulnerable,” Bennett said.

“It doesn’t have to be a super-infectious strain of the virus, it just has to get into places with those low vaccination rates. We don’t know what will happen with this, it might fizzle out and the vaccine might work just as well. But if any of those things isn’t quite right, you are putting yourself in a position where the virus might just make a bit of a leap in its evolutionary development.”

On Friday Hunt defended international efforts for developing countries, saying there had been “extraordinarily high” rates of vaccination in some of those countries.

“Our spare vaccines are being provided but beyond that we’re also working directly through the Covax program,” he said.

“South Africa is doing everything it can to encourage vaccination within its population and to continue to expand its distribution network, but there are different challenges in different countries.”

Shell's Prelude FLNG Shuts Down Due to Electrical Fire

Shell's Prelude LNG, the largest floating plant for natural gas liquefaction in the world, has been partially evacuated due to the impact of an electrical fire.

At about 2300 hours local time on Thursday, a fire started in an electrical compartment aboard Prelude LNG, a massive $12-billion-plus offshore liquefaction plant located about 200 nm off the coast of Western Australia.

Prelude's fire systems detected the blaze and brought under control. However, the facility lost power shortly after the fire broke out.

"The area was made safe by the systems in place and it did not spread further. All workers on the facility are safe and accounted for. While work is underway to restore main power, production on Prelude has been suspended temporarily," a Shell spokesperson said in a statement.

None of Prelude's crewmembers were injured in the fire and all are safely accounted for. Shell has evacuated all non-essential personnel, leaving only a skeleton crew of responders.

Shell is investigating the cause of the fire in conjunction with Australia's National Offshore Petroleum Safety and Environmental Management Authority (NOPSEMA).

Since it started up in June 2019, Prelude's operations have been repeatedly disrupted by electrical faults. An "electrical trip" launched a shutdown that spanned most of 2020, along with two incidents of a "loss of hydrocarbon containment." If Shell can resolve the technical issues aboard Prelude, it hopes to produce 3.6 million tonnes of LNG per annum.

The renewed shutdown at Prelude will be a financial disappointment for Shell, as East Asian spot prices for LNG are extraordinarily high - well above $35 per MMBtu.

Health authorities in Queensland have declared a “first in the world” strain of the Omicron variant has been discovered as leaders continue to mull over a response to the evolving pandemic.

National cabinet will meet on Friday to co-ordinate responses to the new Covid-19 variant as mystery surrounds the potency of the strain.

Queensland will fling its borders open to interstate travellers on Monday, but Health Minister Yvette D’Ath warned the discovery was further evidence policies would need to be flexible.

Queensland recorded no new community cases on Wednesday but two Omicron infections previously detected in hotel quarantine in Cairns and Brisbane had been reclassified following the scientific development.

Victoria also recorded its first case of Omicron on Wednesday.

The new variant was detected in a traveller who arrived in southeast Queensland from South Africa, which Ms D’Ath said had been named by the World Health Organisation as “Omicron-like”.

“I want to give a huge thank you to our forensic scientific services,” she said.

“It is their work with the international committee that has led to the international committee reclassifying Omicron into two lineages and we have both of them here in Queensland.”

“This is a new variant,” the Health Minister told reporters on Wednesday morning.

“Remember, it’s only been days since this has become an issue for Australia and other countries.

“And now, today, we are standing here announcing a new version of Omicron and it’s a first in the world.”

Acting chief health officer Peter Aitken described the discovery as “amazing work” which would improve testing capabilities and the identification of more destructive variants.

“They have picked up the differences here, worked through it in a methodical and scientific approach, and recognised there are differences between the full and normal Omicron classification.

“The important part is that those two sub-lineages — one has the S-gene dropout, which we’ve talked about and is the normal means of screening for Omicron, and this other strain doesn’t have the S-gene dropout.

“It’s going to lead to improvements in people recognising the potential spread of Omicron in all communities.”

Dr Aitken said it was too early to determine the severity of the Omicron variants but warned the virus was becoming more easily transmissible.

“We don’t know enough about it as far as clinical severity, vaccine effectiveness,” the acting top doctor said.

“What we do know is that Omicron is more infectious and more transmissible.

“We now have Omicron and Omicron-like — it's a reminder to us all that as we open our borders this doesn’t mean that the Covid journey has finished, in many ways to Covid journey is just starting.”

The case in Cairns who arrived from Nigeria has the other strain of Omicron, with all passengers who shared the flight now deemed close contacts.

Those who have received both doses of the vaccine and with evidence of a negative test from within 72 hours of entry will be welcomed into Queensland from interstate hot spots on December 13.

More than 79 per cent of Queenslanders have received both doses of the Covid-19 jabs, while 87.5 had received a single dose.

CANBERRA, Dec 11 (Reuters) - Australia must loosen COVID-19 restrictions to bolster its economic recovery, Treasurer Josh Frydenberg said on Saturday, even as daily infections rose to a six-week high.

"States need to keep calm and carry on. And not overreact to the Omicron variant," Frydenberg told reporters in Melbourne.

Australia is one of the world's most vaccinated countries, with nearly 90% of people over 16 fully inoculated. Still, Australia said it found 1,753 COVID-19 cases in the past 24 hours, up about 3% in the last week and the highest daily total since Oct 29.

Frydenberg said state and territory leaders must loosen curbs implemented to slow the spread of the virus, emphasising the need to accelerate Australia's economic growth while he played down concerns about the Omicron variant.

"Our economic recovery depends upon it. We have the vaccination rates now at record highs and that has proven to be a vital defence against Covid."

While some measures have been eased as vaccines were rolled out, interstate travel is still prohibited between several states and capacity limits in shops and restaurants are strictly enforced.

Australia's A$2 trillion ($1.4 trillion) economy was badly damaged by lockdowns in the country's two largest states with gross domestic product falling 1.9% in the third quarter.

Economists and policy makers expect Australia's economy to rebound sharply in 2022 as it reopens its international borders, boosting tourism and the education sector.

Australia last month delayed allowing foreign visa holders to enter until at least mid-December. Frydenberg said on Saturday a decision on whether to reopen would be made in the next few days.

'Arrogant' pedophile priest Anthony William Peter Caruana jailed for 15 years

Police and a former student of child abuser Anthony William Peter Caruana have described the pedophile priest's jailing for 15 years as a good day.

The former Chevalier College teacher, now 80, attacked students in a swimming pool, a band storage room, dormitories, his office and on rugby pitches while working at the NSW Southern Highlands school from 1982 to 1989.

He was jailed on Friday for 26 offences against 12 boys.

The victims were aged 12 to 14 and often boarded at the school.

"It's been 39 years in the coming and it's a good day for all the victims," Detective Senior Constable Brad Streeting told AAP.

"Justice for them has finally come and hopefully this will add to the closure for them."

The sentiment was shared by Brendan King, who described Caruana as "an arrogant prick right to the end" who'd "lied and lied in the witness box" during his trial this year.

He and other Chevalier students complained to police in 1989.

That sparked the priest's removal from the college and court proceedings in the 1990s.

But Caruana's acquittal in 1992 for counts related to Mr King and another boy delayed justice until some boys gave evidence at the child abuse royal commission and police revived the case.

"I was picked on by other teachers when I made a complaint to police," Mr King, who wasn't a complainant in the 2021 trial, told AAP.

"(The Catholic Church and Missionaries of the Sacred Heart) have tried to cover this up for a long period of time … now we're here today, 26 counts guilty for similar offences - we know who the liar is."

Like Mr King, the 12 victims of Caruana's offending suffered turmoil after their abuse, including poor mental health, homelessness and a loss of trust in family and school staff who considered them to be liars or exaggerators.

The NSW District Court was told one academically strong boy, who Caruana forcibly orally and anally raped after band practice in 1984, became stricken by anxiety at school.

"Like many victims of child sexual abuse, he engaged in substance abuse, mainly alcohol," Judge Robyn Tupman said.

Another victim attempted suicide at 21 and chose not to have children.

Caruana pleaded not guilty at trial, telling the jury in June he'd left out "in my dreams" when talking to church counsellors in the 1990s about his "feeling" towards boys.

Since he was convicted by the jury in July, his only sign of remorse had been expressed through a doctor's report, Judge Tupman said.

While he was unlikely to re-offend, the judge tossed aside suggestions of good character and references from long-time cycling friends of a "very spiritual, religious and highly moral" man.

After being removed from the school in 1989, Caruana was made an archivist for the Missionaries of the Sacred Heart, remaining there until he was remanded in custody in July.

Judge Tupman noted the elderly man may die before his 10-year minimum term ends in 2031.

Tasmanian health department put interests of alleged pedophile James Griffin ahead of victims, Ombudsman says

Tasmania's Ombudsman has accused the state's health department of putting the interests of an alleged paedophile nurse ahead of his victims in a scathing review into its response to requests for information.

The Tasmanian Health Service's (THS) handling of allegations against James Geoffrey Griffin — who took his life in 2019 after being charged with child sex offences — has been singled out for special attention in the Commission of Inquiry into child sex abuse.

But behind the scenes, the department has argued it would be against the public interest to release details of complaints against Griffin while he worked on the Launceston General Hospital (LGH) children's ward — despite Ombudsman Richard Connock finding many documents requested by freelance journalist Camille Bianchi early last year could be published in some form.

In April 2020, Bianchi applied under Right to Information laws, for records of staff complaints, reports and email correspondence relating to Griffin's behaviour while working on Ward 4K.

More than 100 pages of relevant information were unearthed — but the department claimed none of the documents could be released, citing privacy issues, concern for the mental health of Griffin's friends, family and former colleagues, and fears publicising such information could deter people from making similar reports in the future.

A decision published by Mr Connock about a month ago disagreed.

"Allegations against Mr Griffin were never formally proven and were denied by him, and there are valid procedural fairness concerns in releasing documents regarding disputed allegations and unfinalised disciplinary and criminal proceedings," Mr Connock wrote.

"The weight of these factors is reduced, however, due to the extensive publicity already given to the allegations against Mr Griffin and his death … the damage has already been done."

The THS argued LGH staff were suffering stress and anxiety over the "matters associated with Mr Griffin", feelings compounded by guilt and grief.

"While the department's consideration of the interests of its staff and Mr Griffin's associates is understandable, I am concerned that it does not appear to have considered the interests of the victims of Mr Griffin's alleged offending while he was in its employ and the concerns of LGH patients and the general public about the adequacy of management of concerns by the department as highly," Mr Connock said.

"I consider that the public interest in protecting the interests of alleged sexual abusers of children is lower than that of the victims of such abuse.

"In contrast, the department does not once mention or appear to consider the victims of Mr Griffin's alleged offending or the valid community concern and desire for accountability from the department, given that abuse is alleged to have occurred against vulnerable child patients receiving care in a public hospital over an extended period."

The documents have still not been released, but the Ombudsman's account of the records shows relevant documents included:

• Handwritten notes used to record incidents of concern

• A formally reported "incident" in August 2017

• A notification to the Australian Health Practitioner Regulation Agency

• An email chain between a Tasmania Police officer and a THS doctor "regarding whether further action should be taken"

• Mr Griffin's resignation letter

Bianchi, who pushed ahead with podcast The Nurse despite the THS's refusal to cooperate, said the Ombudsman's review was enlightening.

"As distressing as this process has been, it's offered an invaluable insight into the contempt with which the system treats the public," she said.

"This information belongs to the patients and staff at LGH, and many others whose lives have been impacted by the matters raised in these documents."

Five women contacted Tasmania Police with complaints of sexual abuse in the months leading to his death.

The first woman to contact police alleged Griffin had sexually abused her from the age of 11.

According to the coroner's report into his death, Griffin made admissions of sexual misconduct in relation to her.

Police also found "a significant amount of child exploitation material", including "self-generated images" after searching his home.

A New South Wales man who was a member of a global child abuse network has been sentenced to four-and-a-half years' jail for crimes a court heard were of the "worst kind".

Bret Anthony Chesworth, 55, pleaded guilty to seven of nine charges earlier this year.

The guilty pleas related to the possession of child abuse material and using a carriage service to transmit and access child abuse material between March 2019 and September last year.

The Newcastle District Court heard Chesworth was caught with a series of images of children on his phone and other devices, including images of a six-month-old baby.

The two charges that were dropped included a bestiality offence against his cavoodle pet dog between December 2019 and November 2020.

Judge scathing of Chesworth

Chesworth was arrested by Australian Federal Police at his New Lambton Heights home on the outskirts of Newcastle in November last year.

He was the 15th of more than 20 suspects arrested as part of Operation Arkstone, which was established following a report from the US National Centre for Missing and Exploited Children.

In handing down his sentence, Judge Chris O'Brien said a video sent by Chesworth of an adult male raping a toddler was particularly disturbing, showing a child experiencing significant pain and distress.

"Right-thinking members of the community would find that video abhorrent," the judge said.

The court heard another video that he sent showed a baby being sexually abused by a woman.

Judge O'Brien noted other offending included "Daddy, son" fantasies.

"All of the offending was part of an ongoing course of criminal conduct," he said.

"The offender engaged in a collaborative network of like-minded people to access, transmit and solicit child-abuse material."

He noted that Chesworth had wrestled with his sexuality and was forced by his Mormon father to undergo six months of homosexual conversion therapy.

The judge said Chesworth had confided in a psychologist, while awaiting sentence, that he had "paedophilic and deviant interests".

'Abhorrent, depraved' offending

The "depraved" nature of Chesworth's crimes were highlighted by Commonwealth prosecutor Sarah Short in her closing address, ahead of the sentencing.

Ms Short said Chesworth encouraged his co-offenders to commit crimes and that the children involved were extremely distressed.

She said Chesworth's offending was "abhorrent", "particularly depraved" and that the material he was caught with was of "the worst kind".

Judge O'Brien said while Chesworth had a limited criminal history, his prospects for rehabilitation were guarded.

He said the sentence reflected a 30 per cent discount for Chesworth's guilty pleas and other factors, including the impact COVID was having on inmates in the state's jails.

Due to time already served, Chesworth will be eligible for parole in May 2023.

The 50-year-old is wanted in the US over the publishing of thousands of secret US diplomatic and military files, some of which revealed war crimes in Iraq and Afghanistan.

Assange is also accused of trying to recruit hackers to provide WikiLeaks with classified US information, and if found guilty could face up to 175 years' imprisonment.

In the UK the High Court ruled on Friday he could be extradited to face 17 charges, after a lower court ruled Assange shouldn't be sent to the US due to a real and "oppressive" risk of suicide in January.

Senior judges ruled that risk was mitigated by assurances from US authorities that the father of two wouldn't be held in highly restrictive prison conditions.

Assange's lawyers intend to challenge the court's ruling with another appeal, this time in the UK's Supreme Court.

Federal Independent MP Andrew Wilkie is calling on Prime Minister Scott Morrison to "end this lunacy" and demand the US and UK allow Assange to be released.

"Mr Assange should be looking forward to spending Christmas with his two young boys and his fiancee, but instead he's facing a 175-year jail sentence and the very real possibility of living out his final days behind bars," he said in a statement.

"He is a hero, not a villain, and journalism is not a crime.

"Again the United Kingdom proves it's a lackey of the United States and that Australia is delighted to go along for the ride."

The Department of Foreign Affairs and Trade said it respected the UK legal process and Australia was not a party to the case.

DFAT said it was monitoring Assange's case, had offered him consular assistance and sought his consent to discuss his health situation with UK prison officials, but he hadn't responded.

The department did not comment on Mr Wilkie's call for the government to demand Assange be released.

"The Australian Government has raised the situation of Mr Assange with US and UK counterparts - including our expectations of due process, humane and fair treatment, access to proper medical and other care, and access to his legal team - and will continue to do so," a DFAT spokesperson told AAP.

The UK court's decision has drawn ire from the United Nations' special rapporteur on torture, Nils Melzer, who sharply criticised the verdict.

"This is a shortcoming for the British judiciary," Mr Melzer told the DPA news agency on Friday.

"You can think what you want about Assange but he is not in a condition to be extradited," he said, referring to a "politically motivated verdict".

Assange has been held in the UK"s Belmarsh Prison since 2019 after he was carried out of the Ecuadorian embassy by police and arrested for breaching bail.

He initially entered the building in 2012 to avoid extradition to Sweden where police wanted to interview him about sexual assault allegations, which he has always denied and which were eventually dropped.

Julian Assange has a stroke in Belmarsh prison: Fiancée blames extreme stress caused by US extradition battle

Julian Assange has had a stroke in Belmarsh Prison, his fiancee Stella Moris revealed last night.

The WikiLeaks publisher, 50, who is being held on remand in the maximum-security jail while fighting extradition to America, was left with a drooping right eyelid, memory problems and signs of neurological damage.

He believes the mini-stroke was triggered by the stress of the ongoing US court action against him, and an overall decline in his health as he faces his third Christmas behind bars.

It happened at the time of a High Court appearance via video link from Belmarsh in October.

A 'transient ischaemic attack' – the interruption of the blood supply to the brain – can be a warning sign of a full stroke. Assange has since had an MRI scan and is now taking anti-stroke medication.

Ms Moris, 38, a lawyer, said: 'Julian is struggling and I fear this mini-stroke could be the precursor to a more major attack. It compounds our fears about his ability to survive the longer this long legal battle goes on.

'It urgently needs to be resolved. Look at animals trapped in cages in a zoo. It cuts their life short. That's what's happening to Julian. The never-ending court cases are extremely stressful mentally.'

She said he was kept in his cell for long periods and was 'short of fresh air and sunlight, an adequate diet and the stimulus he needs'.

Assange faced a major legal setback on Friday when the High Court overturned a judgment made this year preventing extradition to the US to face charges under the US Espionage Act.

His lawyers successfully argued he would be kept in conditions in the US that could lead to a serious risk of suicide. The High Court reversed the earlier ruling after the US government offered assurances about his potential imprisonment.

But Ms Moris said: 'I believe this constant chess game, battle after battle, the extreme stress, is what caused Julian's stroke on October 27.

He was feeling really unwell, far too ill to follow the hearing, and he was excused by the judge but could not leave the prison video room.

'It must have been horrendous hearing a High Court appeal in which you can't participate, which is discussing your mental health and your risk of suicide and in which the US is arguing you are making it all up.

'He had to sit through all this when he should have been excused. He was in a truly terrible state. His eyes were out of synch, his right eyelid would not close, his memory was blurry.'

Assange was examined by a doctor, who found a delayed pupil response when a light was shone into one eye – a sign of potential nerve damage.

Ms Moris and Assange have two sons, Gabriel, four, and Max, two, and have been engaged for five years. She said he had 'more or less' recovered – but she fears the attack shows his health is failing.

She visited him for around an hour yesterday, taking the children to see him in a prison hall shared by dozens of inmates and their loved ones.

She said Assange was distressed about being kept from his family, adding: 'He finds the prospect of a third Christmas in prison difficult.'

The US wants Assange to face allegations of conspiracy to obtain and disclose national defence information after Wikileaks published hundreds of thousands of leaked documents relating to the Afghanistan and Iraq wars.

He sheltered at the Ecuadorian Embassy in London in 2012 because he feared extradition, staying for seven years until he was forcibly removed and sent to Belmarsh in 2019.

He has until December 23 to appeal against last week's judgment, and could face many months – potentially years – on remand in the UK.

Ms Moris said: 'It remains an outrage that someone who is not serving a prison sentence should be held in prison for years on end.

'Julian is not a threat to anyone and it is a complete disregard to his individual liberty and our right to a family life.

'The US plays dirty every step of the way – it's a war of attrition. We can see from the fact that he has suffered a mini-stroke this is having a dangerous impact on him.'

A spokesman for the Ministry of Justice said last night he would not comment on an individual prisoner.

Australia shortens wait time for COVID-19 booster doses as Omicron cases rise

CANBERRA, Dec 12 (Reuters) - Australia said on Sunday it will shorten the wait time for people to receive a COVID-19 booster following a rise in cases of the Omicron variant.

Australia had previously said it would offer the booster to everyone over 18 who had had their second dose of the vaccine six months earlier.

But with rising cases of the Omicron variant, Health Minister Greg Hunt said the time interval will be shortened to five months after the second dose.

"A booster dose five or more months after the second dose will make sure that the protection from the primary course is even stronger and longer lasting and should help prevent spread of the virus," Hunt said in an emailed statement.

"Data from Israel shows boosters supporting reductions in the rate of infection in eligible age groups, severe disease in those aged over 40 years and deaths in those over 60 years."

Australia will use both vaccines from Pfizer and Moderna in its booster programme.

Australia is one of the most vaccinated countries, with about 90% of people over 16 fully inoculated.

Still, Australia on Sunday reported 1,556 cases in the previous 24 hours as infections lingered near the six-week high reported a day earlier.

Australia has recorded about 229,000 COVID-19 infections, well below the toll of other nations, and 2,100 deaths.

China’s response to Aukus deal was ‘irrational’, Peter Dutton says

China has responded “irrationally” to the Aukus pact between Australia, the United States and Britain, the defence minister Peter Dutton says.

The conservative Australian minister continues to mount forthright criticism of the Chinese government, accusing it of “bullying” countries that stand up to Beijing.

Dutton on Sunday said the Australian government had formed the Aukus partnership with the US and the UK because it wanted to see “see increased stability and peace in our region”.

“The response by China to that, I think, was irrational,” Dutton told Sky News Australia.

He said it was wrong to suggest Australia was the one fuelling an arms race in the region “when we’re talking about acquiring eight nuclear-powered submarines at a time when China has 355 vessels in its [naval] fleet, going to 400 within the next nine years”.

“And they are producing on a tonnage rate more naval assets every 18 months than what the Royal Australian Navy has in its entire fleet,” Dutton said.

China has sought to portray the Aukus deal as an “Anglo-Saxon clique” and a threat to the nuclear non-proliferation system.

China’s acting ambassador to Australia, Wang Xining, likened Australia to “a naughty guy”, saying it would be branded as a “sabre wielder” rather than a “peace defender” as a result of the plan.

But the concerns are not confined to China, with the Australian government moving to allay Malaysia and Indonesia’s worries that the Aukus deal could add to a regional arms race and pose nuclear non-proliferation issues.

Tensions with Beijing are set to increase, after Australia joined the US and the UK last week in announcing a diplomatic boycott of the Beijing Winter Olympics in protest over human rights abuses in China’s Xinjiang region.

China’s foreign ministry said those countries would pay a price for their “mistaken acts” and “posturing”. When asked on Sunday about this threat, Dutton said China issues such comments “regularly and not just against Australia”.

The defence minister said China had also “threatened” Lithuania with trade actions in recent weeks, adding: “We see it more and more regularly and it’s unsettling and it’s unnecessary to be honest.”

Dutton – who has been accused of ramping up national security rhetoric for political purposes as a federal election looms – said it was important to “be realistic” about how China’s outlook had “changed quite dramatically” under Xi Jinping’s leadership.

He said the Australian government’s “problem is with the Chinese government, not with the Chinese people”.

He said Australia had “an incredibly successful diaspora community” with more than a million people of Chinese origin “who have made an enormous contribution to our country”.

Dutton attracted controversy last month when he said it would be “inconceivable” that Australia wouldn’t come to Taiwan’s aid if the US defended the democratically governed island against an invasion by China. He denied this amounted to pre-committing Australia to war.

The Australian foreign minister, Marise Payne, discussed tensions across the Taiwan Strait during a meeting with the US secretary of state, Antony Blinken, in the UK on Saturday.

The US state department said the pair had “reiterated support for a peaceful resolution of cross-Strait issues without resorting to threats or coercion and emphasised Taiwan’s important contributions to global health development”.

Payne and Blinken met on the sidelines of a G7 foreign and development ministers’ meeting in Liverpool. They also “agreed on the importance of having a Senate-confirmed Ambassador in place in Canberra as soon as possible in light of the scope and scale of shared challenges we face”.

The Biden administration is yet to name an ambassador to Australia but there has been speculation that it may nominate Caroline Kennedy, the former ambassador to Japan and daughter of John F Kennedy.

Amid continued competition for regional influence, the Australian government announced on Sunday it would join with the US and Japan to fund a new undersea telecommunications cable in the Pacific.

The project, estimated to cost up to $A104m, aims to improve internet services in Kiribati, Nauru and the Federated States of Micronesia. Payne said such partnerships “meet genuine needs” and “respect sovereignty”.

Regional security will be one of the main topics on the agenda when South Korea’s president, Moon Jae-in, meets with Australia’s prime minister Scott Morrison in Canberra on Monday.

SYDNEY, Dec 13 (Reuters) - Coronavirus-free Queensland state opened its domestic borders to all vaccinated people on Monday for the first time in nearly five months, as Australians gear up for quarantine-free travel across most of the country during the busy Christmas period.

Hundreds of cars queued up at the state's southern border with New South Wales well before the rules were set to relax at 1 a.m. local time (1400 GMT, Sunday), television footage showed.

Queensland, Australia's third most populous state, shut its border to New South Wales in July and then later to people coming from Victoria to protect against a Delta outbreak that rocked the country's east for several months.

"We will live with COVID - but on our terms," state Premier Annastacia Palaszczuk said in a tweet as the state topped its goal of having 80% of people over 16 fully vaccinated - a prerequisite for relaxing rules.

Qantas said it would fly nearly 10,000 passengers to and from Queensland on Monday in about 100 flights, with most fully booked.

The easing of border restrictions comes just days before school summer holidays begin and will be a boost for the state's lucrative tourism sector which has been badly hit by the internal border curbs.

Australian states have been relaxing border rules after reaching higher vaccination levels despite the threat from the new Omicron variant.

Tasmania is set to reopen its borders to other states later this week, while Western Australia said it would reopen its border on Feb. 5. South Australia has been welcoming interstate arrivals since late November.

AFP warns online child sex offenders are offering Australian children vouchers and cash for naked images

Australian children as young as 10 are being offered cash and food vouchers in exchange for naked or sexually suggestive images.

On Monday, the Australian Federal Police lifted the lid on the new strategies used by online child sex offenders following increasing reports of children self-producing child exploitation material (CAM) for financial incentives.

Australian Centre to Counter Child Exploitation (ACCCE) Commander Hilda Sirec said while online offenders have long-used emotionally-coercive tactics to exploit children into self-producing CAM, investigators had identified a new trend.

In recent months, cases involving young teenagers being offered incentives such as money, food deliveries and vouchers has grown.

Children as young as 10 are also being targeted with incentives such as in-game currency on popular online games.

Commander Sirec warned school holiday periods typically led to an increase in reports of self-produced CAM as children spent more time on social media unsupervised, with vulnerable children at particular risk.

“Once an image has been shared it can end up anywhere, including on some of the world’s most depraved dark web child abuse forums as offenders often circulate images among themselves,” she said.

“Disturbingly, we also know offender networks routinely trade information about particular users of social media who are susceptible to incentives or coercion, which will lead to repeated contact requests from other predators.”

The ‘tell-tale’ signs

Commander Sirec said parents and carers should be alert for “telltale signs” that their children may have fallen victim including “unexplained food deliveries arriving or children having additional money in their accounts”.

“The start of the school holidays is the perfect time to sit down and talk to them about their online activities, including the type of conversations they are having online and with who,” she added.

“It is important that parents approach these conversations with their child openly, in a non-judgemental way.

“Ensure your child is comfortable coming to you if an issue arises and make it clear that nothing is so bad that they can’t tell you or another trusted adult about”.

Parents and carers can start a conversation by using the Family Online Safety Contract - an agreement between them and their children that can assist in setting boundaries and expectations for their online activities.

Moderna vaccine deal to deliver 100 million doses

Australia is poised to become the largest producer of mRNA vac­cines outside the US and Europe under a $2bn-plus deal with global pharmaceutical giant Moderna to build a plant in Melbourne capable of producing 100 million respiratory vaccines a year, including future Covid-19 booster doses.

A three-way partnership ­between the federal government, the Victorian government and Moderna, to be announced on Tuesday, will position Australia as the region’s main respiratory vaccine producer for future potential pandemics and seasonal flu.

The 10-year strategic and commercial alliance will create a sovereign manufacturing hub that will challenge China’s soft-power push into the region, with a guarantee that a proportion of vac­cines will be donated to Australia’s Asian and Pacific neighbours.

While the facility will be built to manufacture seasonal mRNA flu vaccines still in development, it will also be equipped to locally produce Covid-19 vaccines if and when needed, with medical ­experts claiming the world could still be dealing with the virus for another decade.

The $2bn life-saving ­announcement will come amid rising infection numbers in NSW and stubborn levels of Covid-19 in Victoria.

In NSW, end-of-year parties and the emergence of the highly infectious Omicron variant are being blamed for a surge in daily infections, with analysts predicting case numbers will double to 1000 a day before Christmas.

Victoria’s case numbers have fallen from a peak of 2297 on Oct­ober 14 to remain steady at an average of about 1100 since early November, creeping up slightly in recent days to 1290 on Monday.

The new facility will also use mRNA technology for treatment of cancer and rare diseases.

Australia last week was the first country to approve Moderna mRNA vaccines for Covid-19 booster shots.

Senior government sources said the deal met three key ­national interest pillars, including an insurance policy for future pandemics, a sovereign manufacturing capability and a national security imperative.

Scott Morrison hailed the in-principle agreement as a “strategic partnership” that would allow for 100 million mRNA vaccines to be produced during a pandemic, with Australia having priority access to both pandemic and non-pandemic respiratory mRNA vaccines.

“This investment will continue to secure Australia’s future economic prosperity while protecting lives by providing access to world-leading mRNA vaccines made on Australian soil,” the Prime Minister said.

“The new mRNA manufac­turing facility in Victoria will produce respiratory vaccines for potential future pandemics and seasonal health issues such as the common flu, protecting lives and livelihoods.

“Medical manufacturing is at the heart of our Modern Manufacturing Initiative, creating jobs and securing Australia’s economic recovery … unlike Labor, we’ve got more than a million Australians back in work.”

Scott Morrison has promised to give Australians their “freedom” back and get big government out of their lives, as the Coalition ­anchors its re-election pitch with a pledge to keep the nation “stronger, safer, together”. ­

Speaking at The Sydney Institute’s annual dinner on Monday night, the Prime Minister pushed back against left-wingers who ­believed the pandemic was a “pretext for a more expansive government role and reach into society across economic, social and cultural domains”.

Mr Morrison outlined his three election priorities – the economic recovery, national ­security and championing “unity and social cohesion” – but conceded the government hadn’t “got everything right”.

With conservative minor parties accusing the Coalition of overreach in its management of the pandemic, Mr Morrison said the prominence of government during the Covid-19 crisis was “not some new norm; it has a use-by date”.

“By instinct more than ideology, Australians support effective, practical yet limited government. An enabling partner; not a meddling, busy-body overseer. Government that delivers tangible benefits to people’s everyday lives. That empowers people to make and pursue their choices,” Mr Morrison said.

“That opens the door for each generation to Australia’s promise – economic opportunity and ­reward for hard work, a fair go for those who have a go, can-do ­capitalism, a strong social safety net when times are tough, and a country that holds true to the best traditions of liberal democracy in an uncertain world.”

As state and territory governments ease restrictions across the country, Mr Morrison said it was not normal for governments to tell people “where we can and can’t go, who we can and can’t invite into our homes, to stay home, to close our businesses”.

“It’s not normal to keep track of where we’ve been, not be allowed to visit friends or relatives, go out to dinner or the pub. None of these restrictions belong in the lives of Australians. Australians don’t like it. I don’t like it,” he said. “Yet for the greater good, we have done it. We got on with our lives as best we could because we knew it was temporary. We knew that on the other side was something that we’ll never take for granted again. Our freedom.

“And so Australians kept their side of the deal. It is time for governments to now keep theirs; to step back and let Australians step forward.”

Mr Morrison said the national cabinet, which has met 57 times since its formation at the start of the pandemic, was “not perfect” but had succeeded “better than ­almost any other federated system in the world”.

He also hit back at Labor ­attacks over the handling of vaccine supplies, declaring “we got the vaccination job done, with now one of the highest vaccination rates in the world”.

“This wasn’t easy. We had our challenges and our critics. In a crisis what matters is not that you have setbacks, but that you overcome them.”

In a pitch to voters at the dinner attended by former prime minister John Howard and senior ministers, Mr Morrison said the experience gained by the government in leading the nation through Covid-19 pandemic would help the Coalition “secure Australia’s success”.

“In the past 20 months, our ­operational tempo as a government has made us more experienced, more prepared and more resilient for the next set of challenges our nation faces. And there will be many more in the years ahead.”

In the speech, titled What Matters Most, Mr Morrison said he remained committed to the goals that guided him when he replaced Malcolm Turnbull in 2018.

“Keeping our economy strong, by securing our recovery, so we can guarantee the essentials that Australians rely on; keeping Australians safe in an even more uncertain and changing world, both at home and abroad; and taking our country confidently forward together. In short, our economy is primed for growth. But securing our economic recovery in 2022 cannot be taken for granted.

“Having avoided the labour market scarring feared last year, we must continue to secure the workers we need for a jobs boom.”

On national security, he said the “potential for massive disruption (from cyber attacks) is real”, with more than a third of incidents reported in the last year linked to infrastructure assets. He spruiked Australia’s involvement in the Quadrilateral Security Dialogue, AUKUS and ASEAN as crucial in protecting the nation’s interests. ‘

“The common thread is plain enough – these are big national plays for big strategic stakes where we must protect Australia’s interests,” he said.

The Five Eyes nations have issued a joint statement expressing “grave concerns” over the outcome of Hong Kong’s first legislative elections since Beijing dictated only so-called patriots could govern the city.

Foreign Minister Marise Payne joined her counterparts from the US, Britain, Canada and New Zealand in condemning the “erosion of democratic elements of the Special Administrative ­Region’s electoral system”, which prompted a boycott of the Legislative Council ballot on Sunday.

“Actions that undermine Hong Kong’s rights, freedoms and high degree of autonomy are threatening our shared wish to see Hong Kong succeed,” they said in the statement issued late on Monday night.

“Since the handover, candidates with diverse political views have contested elections in Hong Kong. This election has reversed this trend.”

The Five Eyes ministers said the changes to Hong Kong’s electoral system earlier this year, which reduced the number of ­directly elected seats and established a new vetting process for candidates, had “eliminated any meaningful political opposition”.

They also remained “gravely concerned at the wider chilling ­effect” of the CCP-imposed national security law in Hong Kong, and “the growing restrictions on freedom of speech and freedom of assembly, which are being felt across civil society”.

“Protecting space for peaceful alternative views is the most effective way to ensure the stability and prosperity of Hong Kong.

“We urge the People’s Republic of China to act in accordance with its international obligations to respect protected rights and fundamental freedoms in Hong Kong, including those guaranteed under the Sino-British Joint Declaration.”

The statement was authorised by Senator Payne, US Secretary of State Antony Blinken, British Foreign Secretary Liz Truss, Canadian Foreign Minister Melanie Joly, and New Zealand Foreign Minister Nanaia Mahuta.

New Zealand’s decision to join the statement is significant, after Ms Mahuta said this year she was “uncomfortable with expanding the remit of the Five Eyes” beyond intelligence sharing.

The position followed criticism by China’s Foreign Ministry the Five Eyes intelligence sharing partners had “taken co-ordinated steps to gang up on China”.

In a stinging rebuke for Beijing, Hongkongers turned out in historically low numbers to cast votes under the new “patriots only” rules that dramatically cut directly elected seats, official results showed on Monday.

Figures showed just 30 per cent of the electorate cast ballots.

It was the first legislature poll under a new political blueprint China imposed on Hong Kong in response to massive and often ­violent pro-democracy protests two years ago.

The Five Eyes, including New Zealand, previously issued a joint statement on Hong Kong in November last year, after Chinese authorities arrested Hong Kong politicians Ted Hui, Eddie Chu, and Raymond Chan.

Mr Hui, who has since relocated to Australia, said the low turnout for the “sham election” reflected the anger of ordinary people about the loss of their democratic freedoms.

“The message to Beijing is very clear,” the now-Adelaide resident told The Australian. “(Hongkongers) feel that the election is irrelevant and illegitimate, and they don’t want to recognise it.”

Opposition foreign affairs spokeswoman Penny Wong said Labor was “deeply disappointed” at the restrictions that were placed on election candidates.

“Unfortunately, the Legislative Council elections are yet another illustration of the con­tinuing erosion of Hong Kong’s autonomy and democratic freedoms, as guaranteed in the Basic Law and the Sino-British Joint Declaration, to which China had committed,” Senator Wong said.

“This further undermining of Hong Kong’s democracy and the One Country, Two Systems arrangement is not the behaviour of a responsible global power.”

According to CCP mouthpiece China Daily: “Despite continuous smearing and slander from radicals and backstage manipulators, polling in Hong Kong’s first Legislative Council election under the revamped system concluded smoothly.”

“That information has been collected on the basis that it would be kept confidential and that’s precisely why the Department of Health pursued this matter through the courts.”

Ms Allan’s comments follow a Herald Sun expose on Tuesday revealing the Andrews Government had deceived Victorians by promising their private contact tracing details would always be protected.

However, a secret ruling from the Supreme Court confirmed that an individual’s personal information shared with contact tracers or through QR codes does not have “absolute protection”.

In his analysis, Supreme Court Justice Andrew Keogh said: "there cannot be an absolute protection of contact tracing information on public interest immunity grounds which renders it immune from disclosure, irrespective of the precise information concerned, and when, in what circumstances, and for what purpose disclosure of the information is sought".

The ruling contrasts with that of contact tracers who for two years have been telling Victorians there information would be absolutely confidential and only used for the purpose of tracking the spread of COVID-19.

In fact, the Supreme Court’s ruling means crime fighting agencies, companies, and authorities such as WorkCover could apply to the court to access the data.

Melbourne Man Lights Himself on Fire Over Victoria’s Vaccine Mandates

A Melbourne man set himself on fire on New Year’s Day in an apparent protest against Victoria’s draconian COVID vaccine mandates.

Though police were able to extinguish the flames, the man has suffered life-threatening injuries. His current condition is not publicly known.

The man was on a busy street in Victoria when he pulled out a gas can and began dosing himself in it in front of diners and other witnesses.

Lydia O’Connor told The Herald Sun that she was dining nearby where the man was and heard him screaming about the vaccine mandates.

“He poured gas on himself and on his car. It was on purpose,” O’Connor said. “He was screaming about mandates. He was screaming: no vax ID and throwing books.”

She said that his burning flesh was stuck to her shirt.

Another witness told the paper that “he was off his face screaming about the mandates” and that his “skin was burning.”

Police officers, firefighters and five bystanders helped to put out the blaze. The driver’s side of his vehicle was left blackened and charred.

The Metro reports that “in November, Victoria introduced sweeping vaccine mandates for several industries, requiring workers to get the jab or show proof of medical exemption if they want to continue working onsite.”

“It applies in healthcare settings, schools, construction sites, retail and transport as well as several other industries.”

The once-a-year data dump by the Australian Electoral Commission (AEC) often conceals more than it reveals, as the major parties are afforded loopholes such as high disclosure thresholds and the enigmatic “other receipt” which serve to conceal the true nature and extent of their political funding.

Year after year, political parties receive tens of millions of dollars in “dark money”.

This week, The Centre for Public Integrity, published research showing over $1.38 billion (29.5%) of political party funding since the 1998-99 financial year is of unexplained origin. In the 2020-21 financial year, some $68 million (38.6%) of party income was of unexplained origin.

You won’t see who has been funding this year’s federal election as the donations data only happens once a year. By the time the February disclosures come along they are already at least 7 months old. We won’t see this until next February.

Despite the poor disclosure laws and – this to be revealed shortly – rampant compliance failures by political parties, the AEC has been blocking its critics on social media this week. The independent government agency has come under fire for an alleged lack of independence. We won’t go into the detail of the Twitter spat but suffice to say blocking critics on social media is an unusual step for a government agency.

Former NSW premier Bob Carr has doubled down on his claim that Defence Minister Peter Dutton is the cabinet minister who called the Prime Minister a “complete psycho” in a text message.

Mr Dutton has denied the allegation and last night labelled Mr Carr’s social media post “baseless” and “untrue”.

This morning, the former Labor premier and ex-foreign minister fired off another tweet.

“Only one way Peter Dutton can win his case: get another colleague to admit that they were the source for comments about the Prime Minister,” he wrote.

“If not you, Mr Dutton, which of your colleagues? Until then, who has the most to gain from undermining further a flailing PM?”

A spokesman for Attorney-General Michaelia Cash, who inherited the model from Mr Porter, said there were only a number of sitting days left before Australians head to the polls.

"We're prioritising religious discrimination and online trolling legislation because these have a better chance of passing in the remaining period," he said.

"If Labor want to vote with us on our CIC legislation we could pass it before the election."

On Thursday, the Premier said he understood that Ms Vaghela had notified “other colleagues of mine” that she would resign, but refused to comment on her potential expulsion.

“The rules of the party are very clear but let’s wait and see if that’s necessary,” Mr Andrews told reporters.

“If she’s already resigned there’ll be no need for us to deal with that issue.”

Ms Vaghela outlined why she crossed the floor and said that branch stacking was “endemic in the ALP”.

Leaked data from Canadian convoy protest fundraiser reveals hundreds of Australian donors

A leaked database of donations made to Canadian truckers protesting against vaccine mandates has listed hundreds of Australians among the convoy's supporters.

The Canadian government has expressed particular concern about the role of overseas fundraising in sustaining the convoy.

A fundraiser on the self-styled Christian crowdfunding website GiveSendGo raised more than $US8 million for the Canadian protesters, with $US33,734 USD ($47,319) of this coming from donors who are listed as being in Australia.

On Monday, the GiveSendGo website was taken over by anonymous hackers and a spreadsheet was leaked containing the details of almost 93,000 donations.

The dataset lists individual names, email addresses, donation amounts and postcodes as well as messages of support for the Canadian convoy, such as: "Fighting with you all the way from Australia" and "Sending full support from our family here in Australia".

The ABC contacted several Australians on the list who confirmed they had made payment to the fundraising campaign. On Wednesday Australian time, GiveSendGo confirmed on Twitter that its website had been breached.

News outlets in the United States and Canada have also confirmed local donors.

The ABC confirmed the highest single donor on the Australian list to be a Melbourne woman who contributed $US1,300 ($1,817).

The woman, who did not wish to be identified, said she had family and friends who had lost their jobs due to vaccine mandates.

She said when she saw what was happening in Canada, she felt compelled to act.

"I haven't got much, but I wanted to donate as much as I could on principle," she told the ABC.

"I went to the Canberra protests over the weekend and do you know how exhausting it is to drive for eight hours?

Former NSW MP engaged in ‘serious corrupt conduct’ over Chinese Friends of Labor donation, says ICAC

The NSW corruption watchdog has released damning findings following an investigation into a $100,000 political donation facilitated by the Chinese Friends of Labor.

The New South Wales anti-corruption body has found that former Labor MP Ernest Wong engaged in “serious corrupt conduct” by failing to disclose a $100,000 donation from controversial businessman Huang Xiangmo.

The Independent Commission Against Corruption released its findings following an investigation into political donations facilitated by the Chinese Friends of Labor ahead of the 2015 NSW election.

ICAC found that Mr Wong was involved in a scheme to “circumvent” NSW electoral laws by accepting $100,000 from a prohibited donor.

Mr Wong and restaurateur Jonathan Yee recruited 12 people – 10 of whom were associated with Mr Yee’s Emperor’s Garden restaurant and the Harbour City Group – to “falsely” sign declarations that they had donated cash totalling the $100,000.

“The aim was to conceal the true source of donations that Mr Wong had arranged, or was intending to arrange,” the ICAC report found.

The report also said Mr Wong had attempted to persuade an associate to “give false testimony” to investigating authorities that he had made a donation.

The Commission found Mr Huang was the true source of the cash donation and that the contribution was “unlawful” as it exceeded the $5,000 cap on political donations.

ICAC also found that Mr Huang was “not a person from whom political donations could be accepted” given that he was not enrolled on the electoral roll at the time.

“The Commission found that Mr Wong believed Mr Huang to be a ‘prohibited donor’ and knew he was the true source of the $100k cash at the time,” the report continued.

“Mr Wong also told the putative donors, who were to give evidence at the ICAC in the lead up to the Commission’s public inquiry that started in August 2019, to keep telling falsehoods that they had previously told the NSWEC investigation.

“The putative donors who gave evidence did eventually admit to the Commission that they had not been the source of the donations.”

Scott Morrison and Premier Dominic Perrottet will step in and run the NSW Liberal Party under a federal intervention order sparked by months of factional infighting.

The federal executive voted on Friday to intervene and try and resolve the mess with multiple candidates in key seats still not settled as a result of the mess, just weeks out from the expected announcement of a federal election.

The Prime Minister had backed the intervention if the NSW branch was unable to resolve the matter.

In a statement, the Liberal Party Federal Executive confirmed it has “resolved unanimously to intervene”.

A committee will now run the branch.

“The term of the appointment of the Committee commenced immediately upon the passing of this resolution and ends at 5.00pm on Tuesday 8 March 2022,” a spokesman said.

“The intervention ground is based on the circumstance that decisions have not been made in relation to the endorsement of three incumbent Liberal Members of Parliament as Liberal candidates to recontest their seats in the electorates of Farrer, North Sydney and Mitchell.

“The Committee may select and endorse a candidate for each of these seats.

“The Committee shall be comprised of Mrs Christine McDiven, Prime Minister Scott Morrison and Premier Dominic Perrottet.

“The Federal Executive today also resolved unanimously to request the NSW Division of the Liberal Party to rectify the circumstance that candidates have not been selected and endorsed in other House of Representatives seats and for this to be resolved by Friday 25 March 2022.”

The decision means Liberal frontbencher Alex Hawke, who angered colleagues by failing to turn up to key meetings delaying the process will not face a challenge.

Liberal frontbencher Sussan Ley and Liberal MP Trent Zimmerman will contest the next election without facing a preselection.

However, furious Liberals who demanded rank and file votes have already signalled they will challenge the decision in the courts.

Last month, the journalist received a letter from Germany’s prosecutor’s office which states that she now faces three years in prison for supporting Russia’s invasion of Ukraine.

This comes after German authorities closed down her bank account and her father’s bank account without warning.

In a recent interview, Lipp explained, “The letter says that, for example, I say in my Telegram channel that the population of Donbas supports the fact that Russia has launched a special operation.”

“I also said that for several years Ukrainians have been killing civilians in the Donbas, and that this is genocide and it turns out to be a crime for Germany, so they took 1,600 euro from my bank account and didn’t even tell me about it.” Lipp said.

According to Lipp, the German government has declared her guilty and she will not be able to defend herself in court.

“At the end of the letter, he says that they are not going to invite me to a hearing because this would ‘disturb the investigations,’ and that is very interesting, so they are chasing me, but they do not want to listen to me,” she said in a video posted to her telegram channel.

Despite the charges against her, Alina Lipp plans to continue reporting from Donetsk, which she said is being shelled daily by the Ukrainian armed forces.

Trump’s Price Transparency Rule for Health Care Begins: ‘A Huge Moment’

A price transparency rule for American consumers to more easily view what health care services will cost takes effect today after having been imposed by former President Trump.

In October 2020, Trump finalized a rule that requires health insurers and self-insured plans to disclose their prices and cost-sharing information for consumers to view. The rule is set to give 200 million Americans insured by private healthcare providers access to real-time pricing information and costs.

“Donald Trump really does deserve credit for this anti-monopoly rule on price transparency for insurers, hospitals, doctors, et al,” said Matt Stoller who writes an anti-monopoly newsletter and works at the American Economic Liberties Project.

Health care industry insiders told Axios that the price transparency rule is “massive” and “a huge moment.”

“On all these insurance company websites, in all of these files, the real price of health care is coming out. Not just for hospitals, but for all types of services,” one executive said.

For years, Americans have increasingly spent more and more on health care services. In 2021, Americans spent, on average, about $12,300, totaling more than $4 trillion in costs. This was a nearly 10 percent increase in health care spending compared to 2020.

Americans trapped in surprise billing situations have long been documented. In one case, a Colorado woman who suffered in a car crash was told she would only pay about $1,300 in medical bills. She was later billed about $230,000.

In another case, a couple lost their baby at 25-days-old and were later hit with medical bills totaling $257,000. In a separate case, a man lost his father to the Chinese coronavirus and was later hit with medical bills exceeding $1 million.

Iran’s Nuclear Agency Turns Off IAEA Cameras It Says Aren't Included in March NPT Safeguards Deal

Following accusations it had refused to cooperate with the International Atomic Energy Association (IAEA), the Atomic Energy Organization of Iran (AEOI) decided to turn off several monitoring cameras at an unnamed nuclear site, saying they were not part of its monitoring deal with the UN-affiliated watchdog.

In a Wednesday statement, the AEOI said the IAEA has “unfortunately ignored the fact that such cooperation signifies Iran’s goodwill, has been ungrateful for the cooperation and has considered it as a duty of Iran,” according to Tasnim News Agency.

As a result, the agency turned off two of the ultra-Safeguards Agreement cameras that monitor the country’s enrichment of uranium-235, a radioactive isotope useful in lower purities for nuclear power and at extremely high purities for producing nuclear warheads. It can also be used as the base from which to refine plutonium, a much more powerful nuclear warhead fuel.

The AEOI said the cameras went beyond the scope of Tehran’s nonproliferation treaty (NPT) safeguards agreement made with the IAEA. It added that more than 80% of the IAEA’s cameras in Iran are covered by the agreement and have remained on.

Speaking before the IAEA’s board of governors on Monday, agency director-general Rafael Grossi said the IAEA had lived up to its end of the March bargain, but that the AEOI had “not provided explanations that are technically credible in relation to the Agency’s findings at three undeclared locations in Iran,” referring to a report the week prior claiming to have found traces of nuclear material there. He demanded Tehran reveal “the current location, or locations, of the nuclear material and/or of the equipment contaminated with nuclear material, that was moved from Turquzabad in 2018.”

Saeed Khatibzadeh, the spokesperson for Iran’s Foreign Ministry, blasted the report as “neither fair nor balanced,” saying Tehran had in fact provided the IAEA with written answers to its question.

Iran has also accused Grossi of “colluding” with Israel after he traveled to Tel Aviv on Friday and met with Prime Minister Naftali Bennett ahead of the IAEA meeting. The visit was especially dubious as Israel is not only staunchly opposed to a nuclear deal with Iran, but also possesses nuclear weapons and is not a signatory to the NPT.

California: No. 1 in Gun Control, No. 1 in ‘Active Shooter Incidents’

An FBI report on ‘Active Shooter Incidents’ in 2021 shows that California was the number one state for such incidents, with six incidents total.

California is also number one for gun law strength, the Mike Bloomberg-affiliated Everytown for Gun Safety noted.

According to the FBI, there were 61 “active shooter incidents” across the country in 2021 and 12 of the incidents met the definition of a “mass killing.”

California led the nation with six “active shooter incidents.”

California has universal background checks, an “assault weapons” ban, a “high capacity” magazine ban, a 10-day waiting period on gun purchases, a red flag law, gun registration requirements, a “good cause” requirement for concealed carry permit issuance, a ban on carrying a gun on a college campus for self-defense, a ban on K-12 teachers being armed on campus for classroom defense, a background check requirement for ammunition purchases, and a limit on the number of guns a law-abiding citizen can purchase in a given month, among other controls.

Additionally, ammunition purchases are only allowed if made through a state-approved vendor.

Texas Attorney General Paxton Launches Investigation Against Twitter For Potential False Reporting Over Its Fake “Bot” Accounts

Texas Attorney General Ken Paxton on Monday launched an investigation against Twitter for potential false reporting over its fake “bot” accounts.

The false reporting over fake bot accounts would violate the Texas Deceptive Trade Practices Act.

“Texans rely on Twitter’s public statements that nearly all its users are real people. It matters not only for regular Twitter users, but also Texas businesses and advertisers who use Twitter for their livelihoods,” said Attorney General Paxton. “If Twitter is misrepresenting how many accounts are fake to drive up their revenue, I have a duty to protect Texans.”

Today Attorney General Ken Paxton launched an investigation against Twitter for potentially false reporting over its fake bot accounts in violation of the Texas Deceptive Trade Practices Act.

On Twitter, “bots” are automated, non-human accounts that can do virtually the same things as real people: send tweets, follow other users, and like and retweet others’ posts. Spam accounts like these inflate followers and reach, and often push deceptive and annoying activity. Bot accounts can not only reduce the quality of users’ experience on the platform but may also inflate the value of the company and the costs of doing business with it, thus directly harming Texas consumers and businesses.

To address this concern, Attorney General Paxton issued a Civil Investigative Demand (CID) to investigate whether Twitter’s reporting on real versus fake users is “false, misleading, or deceptive” under the Texas Deceptive Trade Practices Act. The CID requires Twitter to turn over documents related to how it calculates and manages its user data and how these numbers relate to Twitter’s advertising businesses. Twitter has until June 27 to respond to Attorney General Paxton’s Demand.
