I disagree.
2D characters of / based on 3DPD are fine provided they are actually written characters, e.g. the heroic spirits from Fate or the idols from AKB0048.
Single pieces of 2D fan art of 3DPD obviously aren't enough to constitute a character, but if there is enough fan art developing the character by the same artist, I guess the fan artist could count as the writer.
