That's a difficult question. The problem is that Touhou characters don't have portrayals that are true to the characters, because even in canon there's some variation.
I generally prefer Youmu's depictions from pre-2011, but not so much the art style.
Right now there isn't any specific artist that quite draws her how I imagine her as most of the old guard of the Youmu cluster has stopped (regularly) drawing her at some point before 2013, e.g. mirino, oyaji kusa, katanakko daisuki, peten-shi and rokuwata tomoe.
The only notable exception is Sazanami Mio, who's probably also the most well-known artist.
That being said, Youmu artists come and go.
Some recent artists I like include nigo, nori tamago, uraziro, fukurou/suppa, varyu.
But there are probably more than 100 decent artists who regularly draw her.
Some short profiles:
>Sazanami Mio
Mio has been drawing doujinshi of Youmu for more than a decade and his art style hasn't changed much over time (and not at all since 2010).
Pros: It's still a depiction that's true to the pre-2011 era of fan art and works both in a cute and serious context.
Cons: Despite being extremely devoted to Youmu, the doujinshi are mostly shipping her with other characters, especially YuyuMyon.
>nigo
nigo mostly draws vanilla self-insert ero-doujinshi of Youmu, but also a lot of cute art.
Pros: Both the doujinshi and art are really cute. Finally an artist who doesn't yuri ship Youmu.
Cons: I wish there was more non-ero art or even doujinshi of this depiction of Youmu and I can't really imagine her getting serious.
>nori tamago
nori is probably the second most popular Youmu artist after Mio.
Pros: Like Mio's, his depiction works well both in serious and non-serious contexts and retains Youmu's natural cuteness.
Cons: His depiction has been changing a lot since 2013 including an upgrade from B cup to D cup. I don't like it all that much anymore, because it seems to lack Youmu's delicateness. He also ships YuyuMyon a lot.
>uraziro / yukizumi remon
uraziro only started regularly drawing her two years ago and fairly sporadic at that. He mostly draws commercial art for ero manga anthologies now.
Pros: This is probably one of the cutest depictions of Youmu ever.
Cons: Most of his art is slightly ecchi.
If I had to choose, I'd say that my favorite depictions right now are mio's, uraziro's and nigo's.
But regular artists always have the problem that they begin to shape the character to their liking, so some of the best depictions actually come from non-regular artists.
