Because state, unlike companies operates based on violence and can only force people to submit, while companies have to make deals through voluntary means and cannot achieve anything without their clients' consent. Even when they break the law they are actually committing a crime - be it intervention and extortion of property, assasination or whatever - it will be found out and subjected to appropriate punishment, unlike governments whose whole existence is based on these means that are called monopoly on violence.

People are not guilty based on what they recieve from the state. They are guilty based on the degree to which they use the state or gives it power. A person who gets the neetbux and does not help or use the state in any way whatsoever is not guilty at all, a person who lobbies for laws or regulations, votes and sees to it that gov't rules are enforced wherever he goes is incredibly guilty, even if he did not recieve any money from the state.
