To add: of course you can always do both; if the man is starving then you should help him immediately, but if you keep doing that forever without giving him the means to stand for himself, then you're just taking him hostage and creating a spoiled and entitled disfunctional person at the same time. To add even further, in the case of infrastructure construction, the citizenry should play a significant role in the construction, in order to increase the probability that it doesn't just end up deteriorating immediately.
