Militias, mutual defense societies, neighborhood watch committees, security firms, private defense contractors, privateers, and probably a few other things I haven't thought of.

There are entire books about how effective privateers are in providing for national defense. There's a reason they're explicitly provided for in the United States Constitution; they work exceptionally well.
