China actually has several laws regarding plastic bags that dictate the allowed thickness of the bags and the number of bags that can be given away. There are a lot of weird laws with regard to environmental protection even down the minimum and maximum temperatures that businesses, schools, and government buildings can set on their AC.

In Romania it's called the "Eco Tax". Basically before 2009 supermarket bags were free, but now they have to tax you a small amount of money for that plastic bag, because plastic is bad for the environment, thankfully you can bring your own bag, and he tax was made in order to encourage people to bring their own bags, which has worked for some people(the bags are so cheap, some people just don't care about the price and use the bags at home for other things).

In this case they don't give you plastic bags, but a bag made with a material that basically only a company called Novamont produces, and Novamont's managers and owners are friends of the Italian left (Partito Democratico, Renzi, etc).

Also you can't bring your own bags.
