Yes, sure. I myself have personally helped out a few Venezuelan friends survive in their current state of affairs through various, but using the state will just plunge Venezuela into being a virtual vassal state and waste taxpayer money and most importantly lives from both what we send over there and the Venezuelan population. Civilian casualties (as far as I remember) during most wars have only ever increased as time goes on, Venezuela probably wouldn't be that much different unfortunately.
