So say I say the loan is $1000 buckarinos, 5% interest, and $4 per month. Crazy I know, but it's just an example. Because for the first month, the 5% adds $4.17 onto the loan. Yet I'm paying less than that. Because of that, I would literally never be able to pay off the loan. It cannot be any lower than $4.17. (I wrote a program to check this. You actually could pay off a loan by only paying the amount of interest that is added for the first month. But you can guess just how crazy of an idea that would be.)
That's all that function is to do. To see if the enter payment is actually "high" enough to eventually pay the loan off. Whether the amount is practical or not. If it's too low, the program is suppose to tell the user and to ask them for a higher monthly payment.

Interest is calculated a bit weird. An annual rate of 10% is divided by 100 to get the decimal. Then divided by 12 to get the rate per month. Assuming it's a monthly payment anyways. You multiply that into the loan as it's current value and you get the amount of interest to add.
So 1000 with an annual rate of 10%.
1000 * ((10/100)/12) = 8.33333 repeating. But we'll just round it to 8.33. So 8.33 is put onto the loan.
The loan is now 1008.33. Let's say the customer pays his first month, assuming no minimum, with just $10. So now the current value of the loan is 998.33 Back to calculating interest.
998.33 * ((10/100)/12) = 8.31941666 repeating. So just going to round it to 8.32. Add that amount to the loan. So now the loan is 1006.65.
So the rate stays the same, but the interest is less as you owe less. And it's why people say to always put down more money than your minimum. You pay it off faster, and end up paying less.
Well, that's one way as far as I'm aware. There's different loan terms out there, as some places do things different. I think that's the standard though. Doesn't ask me, I'm not in finance. Just try to know enough not to get screwed over.
