Using my shit tier Japanese skills and some Google translate, I've managed to understand a bit about what's happening on the site.
From what I got, Japan has these things known as Black Companies, which are like sweatshops but a lot more "corporate". Long hours, unpaid overtime, forcing employees to clock out for bathroom breaks, shit tier benefits/compensation, sexual harassment, etc.
For the most part, you were right, however the site isn't promoting finding a job in a different country (which would potentially be bad for the Japanese economy). It's saying that there's currently a higher amount of open jobs compared to the number of potential workers, meaning that finding a new (and better) company to work for won't be difficult with the available job surplus (shown in the graph).
There's a quiz and a couple of comics, that talk about how to know if you work at a so-called black company, and what some of the country's worker's rights are.
It honestly seems pretty interesting, when I get the time I might read it a bit more. I seriously hope the Japanese work world starts improving, it's pretty shit over there right now.
