Pretty much just going to echo what the first guy said.

Your best bet is probably going to be armslist. That being said, a bunch of people, if not most, will be gay and think they can't sell to you under 21 (even if they legally can). I went through the same problem as you before I turned 21, and this is what I did:
>Look up your laws and see if you actually can buy a handgun in a private sale under 21 in your state
>Find listing on armslist that doesn't specifically mention selling to over 21, and is reasonably priced
>Offer the asking price
>Be accommodating in arranging the buy, be respectful and use proper grammar
>Don't mention that you are under 21 (Why would you if the legal age to buy a pistol in your state is 18? Would you mention that you were 24 if you were trying to buy a rifle? No, its unnecessary information)
>Show up with cash, don't look/act trashy or autistic
>If they say they can't sell it to you, confidently explain whatever state laws apply to private sales. Have them printed out and highlighted
I bought a bunch of handguns between 18 and 21, and this worked every single time. I did not have a carry permit then either. The most important part is being confident. Every single guy I bought from was a megafudd who didn't think it was legal to sell to someone under 21 until I explained and showed them the actual laws.
