If I was a Rep once this bombs I would get the people on board for a HPA to be bundled in the next budget. Perhaps require people to pass hunter safety's class in order to purchase off the shelf suppressors to make other Reps feel better.

Maybe it won't get past the introduction phase this time but if something big happens it's already queued up and they're ready to ram it through while people are still emotional about it.
