They will probably leave it there. Argentina isn't exactly known to have money. If they do raise it, they will scrap it because they don't have the money to refit it. Remember, this thing sank because they couldn't maintain the snorkel system most likely due to lack of money.
As for the second part, there have been more than a few subs that sank and were salvaged and put back into service. The USS Squalus and the HMS Thetis both sank in the late 30s and were raised and refitted for WW2. The renamed USS Sailfish actually sank a jap carrier on its second chance and survived the war. A lucky ship. All of the crew who survived the initial flooding were rescued by the McCann rescue chamber after distress flares and the emergency buoy were spotted by the USS Sculpin, a sister ship of the Squalus. When the Sailfish sank the Jap carrier, they were able to pick up American PoWs who escaped the wreck. Miraculously they were crew members of the USS Sculpin that was sunk just a month ago. The renamed HMS Thunderbolt got sank with all hands by the wops in 43 proving it was always a death trap after killing all but 4 aboard when it sank the first time.

I remember a few years back some ocean expert on /pol/ mentioned that they turn older submarine hulls into hidden long term underwater storage depots and that most of the accidents or losses at sea are coverups for this activity.
The biggest issue for submarines when it comes to resupplying is food as they don't have the space to carry more than 6 months worth, then it's maintenance parts. Newer submarines will have unmanned underwater vehicles built for transferring supplies from those depots.
