Hitler's decision stood on the assumptions Japan would actually win the war in China, or at least open a front with USSR. However, by the time Barbarossa happened, Japan was already in deep shit due to a lack of resources (especially oil) and attacking USSR was thus basically out of the question – it wouldn't give them the resources they needed, since while there is oil in Siberia, the oil fields were not fully developed yet and Siberia is fucking massive – it would be a logistical nightmare to supply the troops at such distances AND to somehow transport the oil back to coast, all the while already being bogged in a logistical nightmare in China. Japan desperately needed to get the resources from somewhere to actually finish its shit in China, but Siberia was not going to provide them. Not to mention it would require weakening the China front so as to provide the troops to fight USSR. Japan simply wasn't in a situation where it could afford doing this. On the other hand, it knew the Dutch and english colonies did have ample supplies of resources, that the allies were (or seemed to be) at the verge of defeat, and that the only problem is USA holding its protective hand over Philippines and dutch east indies. So they decided to risk it as the only way to get the resources needed to win the war in China, a gamble that they lost. By the time all this happened, Hitler was already too entangled with the Japanese to seek a different ally in asia.

Japan has been at war with China before Hitler even anchlussed austria, and the war with China (and Japanese inability to win it) was what directly caused Japanese inability to attack Russia. The "allies" by 1941 was just Britain and commonwealth, so more or less one entity with no need to coordinate its goals with others (who have gotten conquered by then). Later US joined and alighed its goals with Brits in exchange for absolutely fucking them over with the Atlantic charter and for getting a free hand in the Pacific. The optic that Allies were some massive grouping of anti-nazis is fallacious nonsense pushed by modern revisionaries and idiots wanting their country to be on the "good side" – GB and USA, that's it. Italy wasn't threatened by USSR whatsoever in any capacity and had no interests in any USSR clay. Furthermore, in its case the discussion is pointless as it didn't even have the power to hold back the allies in North Africa, much less do any offensives to support Barbarossa. Really, Italy was not a great power even remotely - it merely pretended to be one with loud rhetorics and hoped it could do some minor fighting and then reap rewards at the victory table. Italian troops were garbage (their divisions were small and their leaders shit bar a few exceptions), their "tanks" were mostly just tankettes, and their navy was trash. It is hard to say whether Hitler wouldn't have been better off not allying Italy and having them stay neutral, as it really stirred up a lot of shit that it couldn't see through to the end on its own.

But Japan doesn't need USSR territories if they get all of China, and it definitely cannot win in China if it starts shit with USSR. Japan was actually considering going to war with USSR over Siberia, but that was BEFORE they committed to a war with China and thus long before any Barbarossa plans even existed. Had the Japanese been clairvoyant and knew that Germany would start off WW2 and then invade USSR, sure, they could have waited a few years for attacking Siberia, but of course Japanese couldn't have known that. Then there's also the matter of Japanese army being off the leash and doing whatever the fuck it wanted regardless of what the government did, meaning some things (especially various provocations with China) were out of Japan's hands for a large part.

Well they did lose, didn't they? In all honesty, however, what Hitler should have done was give up on Barbarossa in 1941 and do Sealion instead. Even if GB did carry on the fight in the colonies, like it so loudly proclaimed, they wouldn't have lasted for long since they'd have no fucking way of actually harming Germany's heartland from there and because the troops wouldn't be too keen on the idea of their homes getting enriched by German troops while they're busy having diarrhea in Sudan (not to mention all the separatists in the colonies having much easier time tearing the empire apart). After the peace was signed, Hitler could have either invaded USSR (without needing to keep troops in the west to occupy France, without british air raids, without having Rommel in North Africa, with troops from sympathetic western government that he put in power, etc.) or, if USSR was too strong for that, simply built massive fortifications in the east and called it a day – even if USSR did attack, it would get smashed by Germany's defenses and likely wouldn't enjoy any lend lease, as there wouldn't be an ongoing anti-german propaganda campaign throughout the world and as USSR would be the aggressor.

No. Absolutely not, not without multiple very major butterflies. It's not impossible, but it is vastly implausible without early and sometimes sweeping timeline changes. As it was, the Kriegsmarine was underbuilt and overlaid, the Luftwaffe couldn't clinch the Battle of Britain with the planes they had or in the way they leveraged them, and all they had for landings was riverboats and catamaran-platforms with no true bluewater capacity. The ride over would be an operationally unsafe, seasickness ridden nightmare. The landings would suck. The supply lines would suck. The Royal Navy would able to spoil the whole mess if it chose to. The beachheads and breakouts would probably be drowned in mustard gas after Churchill gets his drunken way. The Japanese were depending on that, as it was the entire basis for the Anti-Comintern Pact. They lost faith when Germany engaged in the Molotov-Ribbentrop ruse, with the Japanese failing to realize what was really going on and concluding their own nonaggression pact with the Soviets as a result, and the Germans failing to very, very discretely inform the highest offices, 'we're still with you, wait for the time.' The Germans and Hitler, meanwhile, were extremely frustrated when Japan launched the Pearl Harbor operation, since they perceived it as impossibly rash; fact of the matter is there was no choice, the Japs either grind to a halt and starve under embargo, then be forcibly demilitarized and restricted to the Home Islands, or they have to break the US' back as well as they can and hope to fight them to a peace before attrition does them in.

As for the point of the Axis not having a common goal that's been discussed; it would be wise, then, to properly invent one. It's not hard in the least, and all you really have to do is get a little bit more ideological parity between the constituents, axe the explicitly faux-fascist reactionary governments as in Hungary, Romania, and Spain by one means or another so they aren't underdeveloped noncommittal fencesitters, and make the general propaganda line of 'young nativists overthrowing the rotten old order' more than a sentiment for the convinced ideologues and common patriots, but a fervently held belief from top to bottom of each society.

In addition, there must be more bridging and coherent planning once it becomes presciently clear that war is inevitable, likely by individual wars of containment and/or sanctioning followed by a new global war, and the Axis must be pessimistic about the when of it. The easy thought to have is, 'before the decade is out,' and it will be a very correct thought to operate by. Moreso than, say, the delusional German idea of no major war before the mid-'40s. Mutual survival and the creation of a new order is the bonding strategic goal. Preparation for a more or less united total war is the means to achieve it. Their thinking needs to be more revolutionary, with changes well into the prewar for the best results. A black Internationale of fanatics has to form, formed up of fascist revolutions, not petty imperialists, governments by appointment and half-revolutionary states. It doesn't take clairvoyance.
