The goal here being to lower the prices to the extent that drug gangs can no longer find a market - do you really think that Jamal, the street dealer, has built up enough of a good relationship with his 'clients' to expect brand loyalty when they can get their shit at half the price elsewhere?

I'm not saying that we should open up the flood gates and make it a positive thing, but treat it like alcohol but worse (which is basically what it is); have laws against public consumption/intoxication, make sure everyone knows that turning up to work fucked is going to end up with you clearing out your locker/desk, TV shows and films still showing it as something disgusting that nobody good does - that sort of thing.

Given onsetting planet overpopulation, I'd simply stop waging drug war. That will increase overdose deaths, increase cartel activity related deaths, and junkies trying to get their fix related deaths. It would also be a good idea to loosen the self defense court practices so that only blatant murder would net you a jail time and the rest would top out at slap on the wrist. Happiness is a state of mind. You are not supposed to appease them, you need to discipline them. And that is to create industry and reclaim industries that were "privatized" (read: sold) by the corrupt gubmint under Corazon Aquino after the reign of President Ferdinand Marcos.
