It is good, yes, but in some cases the upscaling is overzealous with the artifact removal. This is probably a sacrifice worth making, but compare closely the original and the upscale (downscaled back to 500x500). Original on the right, upscale on the left in pic related.
Contrast the texture of the leaf near the peach, the corndogs, or even Tenshi's hair. Some of the gritty texturing on the first two is missing, while the purple cloud-like blotches on her hair are now blurry blobs. Same with the peaches - the meticulously handcrafted transitions are just gone. On the upside, the tie seems to have survived nicely.
