that makes no sense to me, rather than accept what they do is sin but repent, they deny it is a sin

Around 83% turks do not drink

And around 90% turks are sunni

That means in general, the drinkers are the alevi, christians and atheists which have no problem with kemalist secularism, which are the ones who pushed raki on the population

The main cause of their problems is secularism, which allowed not only alcohol but prostitution and homosexuality as well.

I don't really understand the phrase "non-practicing" Muslim. It's an either/or proposition. Now, a Muslim who drinks alcohol is still Muslim so long as they don't encourage other Muslims to drink alcohol, but that doesn't make them "non-practicing". It makes them a sinner. InshAllah they repent and return to obedience.

This makes me think of an anecdote a teacher of mine once told me and my classmates.

He once went to a catholic chruch to talk to a priest. The priest asked him if he was a religious man, and he answered that he was a "non-practicing catholic" (which is a very common thing in my country). The priest replied saying "is there such thing as a non-practicing honest man?"

As you said, it is either/or proposition, but people pretend you can just ignore prohibitions and live like an atheist.
