When Hazrat Umar learnt of a group of people drinking alcohol and justifying it by the Qu'ran, he gave the order that if they think it is permissible to drink alcohol, they should be executed. If not, they should receive 80 lashes.

Keeping this in mind, in a state governed by Sharia, are all Shias, Ahmedis etc. supposed to be given the death penalty?

The rugs aren't Sunnah. Praying on earth or that which grows there is Sunnah. If you are praying in a building, then you need something natural on which to prostrate - hence, the turbah. The only time Mohammad(pbuh) put down a mat or rug was in extreme circumstances, like when the ground was too hot to touch with his hands and head.

If you're praying on a nice carpet in an air conditioned building, you're not praying in the way of Allah or the Messenger.

Because that's what we're told to do. If you're walking to mosque and there's a thunderstorm or blizzard, you can stay home. Conditions are made for lots of reasons. For example, like I said, when the ground was too hot, the Prophet would put down a pad or cloth. If you're stuck at home, to fulfill praying on natural earth (or that which grows there), you use paper or a turbah.

Praying on the natural earth or that which grows there is Sunnah.

And where does it explicitly say that we have to pray on mud or something natural? I can't find the hadith that said the Prophet prayed on a carpet/mat because it is too hot, do direct me to it/them. Though I find that he prayed on a mat pretty often, without much condition to why he did it.

I can understand if you want to pray in such a way because the Prophet did it in that one hadith but in no way it is explicitly said it is the best of way.

Though, I would like to add that the full hadith you mention in >>40401 emphasize that if you have iktikaf for some time in a place, best to continue at the same place even if it was going to rain and finish your ibadah.
