Is anime haram? We all know that picture makers will be punished on the day of judgement but one of my weeb friends on this Islamic Discord server I am (he is the owner). He says this rule only applies to idol making and worshiping. Is this true? If not then what is the ruling on anime and cartoons in general?

In and of itself, watching anime is not haram. However, anime contains a lot of haram things (such as "fan service" beach episodes, etc), which we should avoid watching. We also should not waste time on trivialities.
There are, however, many Islamic cartoons, so cartoons in general aren't specifically haram. Some will say it's all haram, but that's usually from a bit more fundamentalist viewpoint. I respect that viewpoint, but I don't personally agree with it.

There's difference of opinions on images. There are scholars who have allowed it completely and this is the opinion that seems stronger in my opinion. So I don't think the medium is haram in of itself.

Whether drawing is haram or not is still controversial. There is argument that it is only for pictures intended for idol worship but then there is argument that all images of animate objects are haram and some Salafis say this could extend to photographs and television. Btw, you should no that there is no ban on drawing inanimate objects and even some of the more strict Salafi scholars accept this.

Well, Iran imprisons political dissidents too, so it's an across the board thing, not exclusive to Sunni or the Kingdom. Though in my research it's not really political dissidents who are imprisoned for being dissident, it's all in the presentation. In both the Kingdom and Iran and other shariah nations, people are allowed to express displeasure and ask for reforms; but if they do it in a vulgar manner or through subversion, that's when they get arrested.
