If there were plenty of sustainable and good work prospects in villages and towns, as well as proper infrastructure, people wouldn't be leaving for cities in search of Jobs and all. Farmers not being able to grow their crops/poor harvests are a major contributing factor to this, as you might know. They either choose to tie the noose or come to the cities to occupy slums.
As vid related suggests. Small but close-knit communities with low population density environments are better for us instead of large urban areas where nobody knows each other, reducing chances of societal collapse, rise of sodomy and degeneracy.
