You should definitely write the game in Haskell so that you have the most direct transition from basic idea into user output. What you're trying to optimize for here is a function that takes in the user's choices and outputs the result efficiently, something that even modern game engines struggle with. Haskell, being based upon the very fundamentals of computer science, is excellent at producing this kind of efficiency, and even has not one but two wrappers for the SDL library, which will simplify the process immensely.
This is assuming that you intend to build the game from scratch, of course, because that way you dodge a lot of the licensing issues that most currently-existing game engines suffer from (I believe the Unity engine license has a clause that allows the developers to pull your license if the product you're producing is pornographic in nature, which can and has ended many a project).
Then, once you've got the base game down, the rest is piss-easy, really. All you need is some basic storytelling ability, easily the simplest part in the production of any game project (you can easily do it yourself) since any faggot can write a compelling interactive story that people will gladly pay money for, and some graphic artists, which are easily hired because they're all starving and desperate for a reliable income. I mean there is more to a game, like music, but you can find royalty-free music online no problem, especially nowadays with labels like No Copyright Sounds active.
Of course the only road bump here is that the Zootopia license is a copyright of Disney, who are infamous for bringing down the law on anyone who makes use of their intellectual property, but luckily most countries these days have a "fair use" clause in their copyright law which allows for the use of intellectual property in a review or parody, which is a bunch of legal jargon that means any copyrighted materials are free game for fan art, or indeed free art for fan games!
Really if you follow your dreams and keep your head on your shoulders you should have this done in a year, tops. No problem. It's not like you're a AAA corporation with management and lawyers keeping you down, after all.
