1999年9月13日，俄国国家杜马议长宣布，伏尔加顿斯克市的一栋公寓楼昨晚被炸毁了。然而，3天后，伏尔加顿斯克市才发生了公寓爆炸。原俄罗斯联邦安全局(FSB)中校亚历山大·利特维年科认为是FSB的人搞错了两起爆炸的顺序，此人于2006年被毒杀。

2. 梁赞糖事件

1999年9月22日，梁赞市民发现有人在像公寓地下室搬运可疑物品，遂报警，当地警方确定可疑物品都是炸弹，将可疑人员抓获后发现他们都是俄罗斯联邦安全局特工。莫斯科很快要求释放嫌犯，声称“是反恐演习，炸弹里只有白糖”。

国家杜马议员谢尔盖·科瓦列夫在此事发生后组织了一个独立调查委员会，该委员会在其中一名成员谢尔盖·尤先科夫于2003年4月遇刺身亡后陷入瘫痪，另一名成员，调查记者尤里·谢科奇欣于2003年7月据信被用铊毒死，其法律顾问兼调查员米哈伊尔·特雷帕什金被捕。
