其实我感觉在历史上大部分时间日本都处于半无政府状态，朝廷的命令出了首都屁都不是，镰仓幕府说到底只是个地方政权，在关东有基础但是出了关八州也只能号令一下御家人。战国时期更是除了大名直辖的领地和手底下封建近臣的领地以外地方的实际控制者其实是国众和小地主集团。朝廷律令制建立不完全就崩溃了，公卿贵族对于京都以外的领地都没有除了税收以外的直接控制，武士集团的封建制度更是到了江户时代才在全日本建立完全。
