Tires undergo constant changes in composition, tread patterns, materials, thickness etc. In order to adapt to certain track surfaces, temperatures, as well as even driving styles (if that is allowed via FIA). Tires never keep one singular composition, they undergo vast change throughout a season. This means that different tire producers may have advantages during one race were another may have a disadvantage.

Alex Caffi was able to get his result since the Pirelli tires out-performed its competitors in warm-track conditions. Diversification of tires allows for more competitive racing. Some tires may have increased performance during any race given the adaptability they must have in order to remain competitive.

Furthermore, having more than one tire producer compete in f1 allows for competition between said producers. Battles between producers encourage more innovative design and production.

There's no money or sponsorship to be gained when a competing tire manufacturer grows the gap long enough that nobody else can catch up without spending ridiculous amount of money on some tires that maybe few mid-fielders/backmarkers might use. Even then, it's not going to be sure that even outspending your opponent in such a situation would result in a tire that's 1 to 3 seconds slower than your competition with an established advantage.

if a manufacturer isn't willing to spend money to compete properly in the highest level of motorsports they would not have entered formula 1. Even Renault with its shitty and development limited engines has put its reputation on the line enough so that its money will follow. Tires are inherently less complicated than engines, but possibly more sensitive to situations. If a manufacturer isn't forced to homologate tires at the beginning of the season, and is allowed to develop all their parameters in season, there is a good potential that all the dynamism of track temperature, rubber compound, tread pattern, air pressure, gasses used in pressurizing tires, and suspension settings will produce results beyond simply x number of dollars for y number of millisecond improvement.

I agree that it is possible for there to be a dominant tire (or other supplier/customer product) but it will not be that way forever just as it is in any competitive economy. Development is the name of the game in a healthy f1 formula, no?
