Is that the real issue though? Poverty correlates with low intelligence, crime and socioeconomical apathy, whether as a cause or as a consequence. The idea that only repeat criminals are faced with this choice seems rather sensible.

Though I also persevere on the idea that castration should be mandatory for state officials to be legible for governmental positions.
