After finishing med school you are a doctor. You get called doctor by nurses and other people in the hospital.

You do become a resident how ever and you work under the supervision of a specialist.

After 6 years (some professions can take even more) you become a specialist and then can issue treatment yourself.

Vee is a doctor but he is not a medical specialist in his field. He did finish med school since otherwise he wouldn't be able to start his residency. And if the paper that was posted earlier is legit then he has not quit or fired he just chose to suspend his training.
