Yes since she's more or less the only girl who's both Dipper's age and relatively straight minded like he is. Everyone who's a female besides Ms. Northwest is presented as hilariously out of Dipper's league (Wendy) or a weirdo or his own sister.

Again, Hirsch never intended her to be that important and she became an accidental fan-favorite who got development that was unintended. The circle appearance was obviously something thrown in to have her be among the twins' party members out of acknowledgement of her fandom.

Reminder Hirsch actually did plan on having Pacifica play a bigger part but he got cucked irl by a girl who was eerily similar to her so she only ever got two episodes alluding to this in season 2. The whole fiasco got memory holed though if you weren't there when it happened.

It's called Gravity Falls: Lost Legends. You can find it online if you look hard enough.. Everything is set just before Weirdmageddon. It has Pacifica getting some nice characters moments, Mabel doing some self-reflection, and just some generally fun stories that give the cast more time to play around and have fun, something that was really missing in Season 2B.

The timeline thus points to Pacifica having more of a role but Hirsch backing out as much as he could since his break up supposedly lines up with pre production ending. Either way the whole thing being generally speculation lines up enough to be mentioned, and mind you this stuff's actually hard to dig up, did you know that she, him, and a few others related to the show actually used to go on the Gravity Falls generals in Cuckchan? Yeah, but you'd never know as stuff like this was only known to anyone who was there to witness it at the time, no articles, anything, and if you asked either of them these days on social media especially given the modern reputation and slander the media has given imageboards, then they'd probably deny it because it's simply uncomfortable for them to speak of, or damaging these days if anything given the industry they're in.
