And on that note, the 50s themselves were when the decay really began to set in. The classically trained animators began experimenting with more stylized, graphic art, having grown tired of the more fleshy, naturalistic look that Disney and Fleischer developed and popularized.
This provided the perfect opportunity for amateurs to sneak in. People who actually cared about art could tell how bad this new generation was at art, but tv executives couldn't tell the difference, so they let these retards slip by
Same goes for fine art, just replace "executive" with "critic"

You're also not taking into account the fact that animation is just as much a bussiness as it is art, and animators need to balance for that. Good animation is probably the most costly form of filmaking available, and animators have to make up for it somewhere. Lain, for examplem does it by purposefully having awkward still shots, abstracted bacgrounds, and lowering the detail in characters when they're far away.
