Honestly, I'd like to see the current sticky threads go away.
All the iterations of /ck/ that I have previously known did not have stickies.
While there is a little crossover interest with the /fit/izens, mostly they seem to want oatz, and we mostly want food.
It would be nice to get more traffic, but I seldom think to take a picture when I cook (more focused on feeding the family), even less often do I post it. I am sure our friend claesix is in the same boat - life happens, people get busy, and image boards drop in prioritization relative to things like school and work.
I keep telling myself I will start a series of cooking videos, but still need to reorganize the kitchen to make that a possibility.
But, if y'all could adopt my roommate… sick of her not cleaning up after herself. That'd probably give me some more energy and time so I could be more active.

Fundamentally, we're all here to interact and exchange ideas within the broad topic of food. If the quality of the interaction (and OC) is improved by having a PDF thread, so be it… but PDFs without some discussion is just a mostly static reference website, not really a good use of the transient and dynamic nature of the imageboard.

Yo, /tg/ here, and I may have a solution for you all… somewhat.
As I'm sure you all know, the boards have been on something of a food kick for a while, starting with mediocre series like Shokugeki, and branching down to Dungeon Meshi and others. The boards are ready to come into /ck/ and find something of substance, but you've got to be the ones who provide that.
A single Manga thread and a single Anime thread to dump new releases and discuss them would be a sure fire way to speed up the board. You've got a huge selection from Hell's Kitchen(the manga, not the show) Bartender, Addicted to Curry, Mister Ajikko… There's a massive interest there waiting to be tapped into, just keep it at one thread and not one thread for every manga.
But that's really only the start. /tg/'s food thread got a small boom when I posted a link to "On Food and Cooking: The Science and Folklore of the Kitchen" and "The Flavor Bible." Books like those, that explain more of the how and why of food would definitely draw interest.
But really, here's the biggest thing You've got to provide entertainment for board users to keep them around. Run a food-based tabletop rpg and Greentext the story on a weekly basis, find the worst cooking shows ever and mock them. Find 1001 uses for cayenne pepper, only 70 of which involve someone's rectum. On top of that, REACH OUT TO OTHER BOARDS. Create a /ck/ Minecraft server that uses Botania, Thaumcraft, and other mods to focus entirely on creating consumables, potions, food, crops, etc. Find Multiplayer Food-centric vidya to play and have a game night, and then invite related boards to join you. That's what's going to get you more activity.

I would absolutely be willing to set up a server for you folks, but I'd need someone to host, basically paying for it. Pricing for a server of about the capacity /ck/ would need is about $10 a month. You'd also need interest for it… that'd probably mean having a thread up on /v/ or /tg/.
Still, I could see exactly how you would run this sort of thing. Pam's Harvestcraft alone gives you ovens, juicers, grills, and enough recipes to have the sort of food variety /ck/ would want, Potions and comsumables would give more motivation to experiment with recipes, and a survival mod would make agricultural development a priority. Forestry and other nature mods would go even further with agriculture, and Thaumcraft and Botania would give players motivation to explore and develop, and even automate without being too tech-heavy, and even keeping in line with the feel of the server.
