Can't tell if OP is shitposting or sincere, but I looked into it anyways. tl;dr it's some charismatics giving away vials of oil they claim comes from this Bible that's been leaking the stuff since early 2017. For a while they mailed it on request to random internet people until the demand grew too great, so now they give it away at prayer meetings.

I've heard they brought in a chemical engineer to test it, and he said it wasn't man-made. Whether that's legitimate or not, I'm not sure.
