If you're asking and predestination, in a certain sense they are predestined even before they are born, God before creating the world has contemplated in Himself their salvation, seen what is real and possible, and made the world, so they are saved before they are born. As the poem goes "the rose which here on earth is now perceived by me, has blossomed thus in God for all eternity," you could equally say "the saint which here on earth is now perceived by me, has been sanctified in God for all eternity." Same concept.
But materially, we know nothing of this, hence what >>815605 says, so we go through phases, and the spiritual life is thought of this way. God's mercy is infinite, he accepts those who has been enemies of Him. Is the person who whores around before finding God any different than Paul was as a murderer of Christ before he found God? No. This is the mystery of His mercy.
