Because the neo-arians(and some neo-protestants, to a lesser extent) don't recognise the russian gov(or any gov), and their central source of authority is outside Russia, instead of having a centralized branch that the Kremlin can talk to, and make sure their doctrine is acceptable.

Also, they are 180 degrees away doctrinally from Orthodoxy, and their material constantly talks shit about mainstream Christianity(or "Christianity", as they call it).
