Presbyterians advocate that elders are the operate the church. In Scottish Presbyterianism, the elders would elect the minster. the central authoritative body is the 'General Assembly' where Elders and Ministers meets together and decide upon Church policy. There is a Church moderator but he is not like a bishop or pope, he merely overseas an manages discussion and administration.
Although under the 'reformed' or Calvinist tradition, a Presbyterian differs from Reformed baptist on this issue of infant baptism, with the former thinking that it is acceptable. This is because Presbyterians hold to 'covenant theology'. This argues that the covenant of Abraham and Christ are continuous. This means that the covenant sign of baptism can operate tat same way the old covenant sign of circumcision did, i.e can be applied to infants.
Presbyterians historically have a more collectivist outlook compared to baptists. Indeed, in Scotland the congregation was urged to admonish itself is one of the members of the community had sinned, has they had created the environment for the person to be tempted.
