The icon is called "Christ Pantocrator", that is, "Christ Almighty" or "Christ Ruler of All". The iconographer chose to cite John 8:12 because, well, Jesus being the Light and Jesus being Almighty are one and the same thing, no? Christ is above, He is almighty, He is the ruler of all, He is the light from above and we are below, in the darkness.

To who? The iconographer? I don't understand your question. Every verse of the scriptures is important, and especially those things that the apostles recorded as being the direct citations of Jesus. Are you asking why it is important that Jesus is the Light?
