Why can't confessors come to any spirit indwelt Christian, not just priests?

If forgiveness comes by declaration of a priest, why are sacraments practiced, which are also supposed to offer forgiveness?

Why are there conditions to follow (say 5 hail maries) before forgiveness comes?

In any case, whats the usual protocol when a "priest" tells you to say a number or hail maries, or something else, at confession? I've never been because I prefer my butthole unmolested

If you're actually curious, there is an entire section of the Catechism devoted strictly to the economy of salvation and sacraments, scroll down to "part two: the celebration of the christian mystery" and read all of it. Or just skip straight to confession but if you don't understand the nature of sacraments as a whole you won't understand any specific sacrament
