Because it pretty-much failed the first time.

(((They))) did studies of the girls who attended and found plenty of teen pregnancies.

It would work only for the marginal girls, those who weren't really going to fornicate anyway, but might have been tempted by the "right" boy who "truly loves you"-type sheet.

There are too few of those.
