They're not Orthodox. That's like saying that sedevacantists are Catholics (although the Old Believers didn't go in schism for the same reasons).

However, the anathema on them was lifted, so now they are considred to be only schismatics or parasynagogues. I think the priestist Old Believers are considered to have valid apostolic succession? I don't see why they wouldn't.

Not even close. They really only apply to Russia. Outside of Russia, the rest of Orthodoxy were never even affected by them.
