This isn't modalism, just a stupid way to say that the names of the divine persons are not apophatic (Unbegotten, Begotten, Proceeding) or inter-relational (Father of the Son, Son of the Father, Spirit of Both) but economic (Father because He is our Father, Son because of the incarnation, Spirit because He comes to dwell in us).
Pretty dumb idea though. Scholars agree that the authors of the NT have zero interest in describing inner Trinitarian life, but I think that at least what Jesus says about Himself, the Father, and the Spirit reflects something of their eternal relations (plus His baptism was literally a revelation of what had always been the truth).
