It's what skeptics say to differentiate between Jesus as a historical figure, aka Jesus, the charismatic rabbit born of second temple judaism, that preached his famous sermons, and got killed by romans, all of which can be inferred from historical records, and Jesus the Messiah, Word made flesh of the Gospels, with all the attributes christian theology gives to Him.

super skeptics take it a bit further, saying that historical jesus is completely unknowable from the accounts we have (biblical and otherwise), and so even if historical jesus did exist as a person, he might as well not have because nothing we know about him in the gospels at all is true.

This is a position of "soft" mythicism, where basically, sure, a man jesus existed, but our conception of him is 100% myth.

A ecumenicist seminary school distinction their money men have recently made them reinforce that they use to stack the clergy of the larger denominations with modernist heretics. Specifically its an attack on apostolic churches but it will rot the others just as well.
