By weak, I should point out, I mean weak of will and devotion to God, not being a powerful warrior or a studied man.

Considering that sin is considered a temptation, it is implied that to resist such temptations and be a pious, holy person requires some sense of strength. When someone falls to sin, its considered "a moment of weakness" or that, at the very least, their will was weak enough not to overcome the temptation. Since the price for falling to sin and not repenting is Hellfire, it means that God personally seeks to rectify this weakness through not the carrot, but the stick. In addition, since it takes a level of strength to endure the hardships of being a God fearing man, God also rewards those who were capable of doing just that. Since God rewards the strong, holy men, and punishes the weak, unholy man, it can be said that God hates the weak.

Could this be considered true? Even if it isn't, does it at least make sense?

Not exactly. A better term would be 'pities' the weak. God knows our potential, and when we fail despite our best efforts, He implores us to soldier on and try again. God rewards those who walk His path and try to stay true to Him, and for those who don't barring reprobates of course are once again implored to mend their ways.
