"But I say to you that everyone who is angry with his brother shall be guilty before the court; and whoever says to his brother, 'Raca' (good-for-nothing - waste) shall be guilty before the Supreme Court; and whoever says, 'You fool,' shall be guilty enough to go into the fiery hell."

this is an explicit warning from Christ that if we deem anyone 'Raca' - dehumanising them to the level of mere trash and thus; to be disposed of - we shall be held accountable before the Highest Court*
if we couple that with Acts 17:26…
> and He made from one man (one blood) every nation of mankind to live on all the face of the earth, having determined their appointed times and the boundaries of their habitation,
… we have to recognise that every person on this planet is a 'brother' - and while not necessarily in Spirit of Fellowship with Christ, and so 'adopted' into the Kingdom - most definitely in the flesh of Humanity and therefore more than a mere 'neighbour' as we understand the word, but in the Jewish context to which Christ spoke the parable of the Good Samaritan; a person of the same kin as oneself
moreover, we must recognise that Man is made "in the image and likeness of God" (Genesis 1:26), and as such is declared Sacred unto God for His purposes - and whether that is to be a vessel of God's Eternal Wrath or God's Infinite Grace is His prerogative, not ours
so i would strongly suggest that the true disciple of Christ remove such debasing words as 'Degenerate' from their lexicon - marking that unless The Lord shows mercy to a soul, they are as fallen in their Sin and under condemnation as Satan - and while there is no doubt that the same Lord commands His disciples to use their discernment and so not cast their pearls before swine, nor sink to the same level as the fool when rebutting his folly; it is best to recognise that every sinner who walks this life is as yet 'Unregenerate' with a hope that God may display the same mercy to that wretch as He has granted you
(see the parable of the Unmerciful Servant in Matt 18:21-35)
this also applies to racial epithets, for they show you demean a fellow image-bearer of God as much as the most ardent Abortionist who sees a baby as a 'clump of cells'
