Continuing with the next verse:
>For with what judgment you judge, you will be judged; and with the measure you use, it will be measured back to you.
In other words, we should see that the same standard of judgement we apply to another equally applies to us – we should hold ourselves to it, aware that God is holding us to the standard of his perfection, and not pass judgement on others.
Nevertheless:
>Those who are sinning rebuke in the presence of all, that the rest also may fear. (1 Timothy 5:20)
>Take heed to yourselves. If your brother sins against you, rebuke him; and if he repents, forgive him. (Luke 17:3)
We are called to rebuke sin because we are called to love our enemies. Rebuking the sinful for sinful actions is righteous, and we are bound to do it by love for the sinner as fellow children of God. A rebuke is not passing judgement on someone, but a call to repentance.
