That whole thing rests on the assumption that Azazel is a name, when it's more likely that the word describes a purpose, which is "complete removal". One goat is "for Yahweh" to be offered as a sin offering for the people, to cleanse the holy place (not the people), while the other is "for complete removal", as the sins of the people are confessed over it's head and it is then sent away into the desert. There are no demons or false gods involved.

The rabbinic ideas what the laws of the old testament are about, give really interesting insights into their mindset. I wonder how much of this development is due to Christianity absorbing the 'good' Jews until most of the ones remaining 'talmudic' were those too proud to admit they could ever do wrong (like crucifying the Son of God or something.)
