Because it would be a waste of time for him. That said a lot of the time he is usually aided by people who clarify statements ofr him with reference to things he has said previously. Cdl Caffara talked in an interview about how Francis' style is more aphoristic and off the cuff and that unless he has prepared himself beforehand, he can ramble. That said I do wonder how much of what he said is his actual words, and how much of it is what people think he said, and how much more of it is what people actually want him to say.

It's not fondness of other religions or vague statements. Catholicism doesn't exist in a vacuum. It exists to become the fisher of men, not masturbatory material for the spiritual elites. Every criticism I've met about the Vatican 2 spirit has been trivial, it's all just small errors compared to the bigger scope of the church's vision itself.

There are different levels of documents issued by Pope. Pope is Vicar of Christ and as Isaiah 22 shows, he have practically absolute power save when it's contrary to Dogma. But he makes Dogma when he speaks ex cathedra. Then it's called Dogmatic Bull or Dogmatic Encyclia. For rest of time papal documents are mostly explonation of various issues (Like Rerum Novarum is Catholic stance on Socialism spoiler:ya'll burn for that), exegesis of Scripture and rest of Tradition, in honor of saints and lastly which is really uncommon really, change of Discipline of Church.

I literally just started, so I've just really been meeting the people and reading over the syllabus. I'm kinda between two parishes because of how much I commute, but both are under the St. Augustine diocese. The coordinator at my local parish is ill (that I visit on Sundays) so I've been added to the online setup the one near my university has because I've been able to speak with them around daily mass. Unfortunately I'm not in town on Sundays when they meet at my University location, and the one at home meets on Wednesdays. Fortunately I'm home for the time that my local group does meet, but I haven't met them yet because I can't speak to the coordinator because she's sick and the others there don't know weather they should be talking to me without her there, yet. That's got me worried too. So I guess I haven't really started per se? It's just been reading, and I'm glad to have the online documents in either case.
